SUBJECT:

WASHINGTON NUCLEAR POWER PLANT UNIT 2 - DENIAL OF AMENDMENT REQUEST (TAC NO. 63934)

By letter dated November 18, 1986 (G02-86-1027) you submitted an amendment request to revise technical specification Tables 3.3.7.5-1, "Accident Monitoring Instrumentation,"

and 4.3.7.5-1, "Accident Monitoring Surveillance Requirements."

This request was submitted in anticipation of your satisfac-tion of License Condition 16, Attachment 2, Item 3b to the WNP-2 Operating License.

This license condition requires that you "...shall implement

( installation or upgrade) requirements of Regulatory Guide 1.97, Revision 2, for flux monitoring.." by a specified time.

At the time of the amendment application you were in the process of procuring equipment to meet the specified schedule and satisfy the license condition.

By letter dated March 10, 1987 (G02-87-080) you advised that you were unsuccess-ful in your attempt to qualify environmentally the neutron monitoring system.

By letter dated March 31, 1987 (G02-87-01017) you asked us to hold your November 18, 1986 amendment request in abeyance.

Since you are still having difficulty with the environmental qualification of the neutron monitoring system, your r'equest for the license amendment is denied.

Because the implementation of the requirements for flux monitoring is a license condition, you should r esubmit the amendment application in a timely manner upon successful completion of the environmental qualification.
