Neutron Flux Monitoring, Satisfaction of" dated June 19, 1986 Amendment No.

23 to the Facility Operating License for WNP-2 requires that the Neutron Flux Monitoring Instrumentation be upgraded to meet the require-ments of Regulatory Guide 1.97, Revision 2, prior to startup following the second refueling outage.

The Supply System evaluated the currently installed equipment with respect to this license condition and, in light of the staff s conclusion made in the Limerick SER dated May 1985, concluded that the existing neutron monitoring system at WNP-2 is adequate to meet post accident needs for the measurement of neutron flux.

The events that could threaten plant safety if conditions degrade are:

LOCA, overpressure transients, anticipated operational occurrences that become ac-cidents such as anticipated transients without scram (ATWS), and reactivity excursions.

All of these events could result in the release of radioactive materials.

Thus, accident monitoring instrumentation is required to provide essential information to be used by the operators for accident mitigation.

In particular, the neutron flux measurements provide valuable information regarding the status of the reactor during accident and post-accident conditions, as well as, during normal operation.

It is essential that the required instrumentation be"capable of surviving in the accident environment to which it is exposed and for the length of time its function is required.

Therefore, the neutron flux instrumentation should comply with Category 1

instrumentation of Regulatory Guide 1.97, and should be qualified in ac-cordance with Regulatory Guide 1.89.

In the referenced letter, you stated that neutron flux instrumentation is needed only for long term use in the event of an anticipated transient without scram (ATWS).

However, it is the staff's determination that neutron flux instru-mentation is required for monitoring purposes related to the mitigation of any accident event or other reactivity addition situation as discussed above.

In addition the Limerick SER does not provide a safety rationale for removing neutron flux instrumentation from Category 1 instrumentation per Regulatory Guide 1.97.

Thus, the staff finds the licensee's justification'unacceptable and the Commission requires that the neutron flux monitoring instrumentation at WNP-2 be upgraded to Category 1 as stipulated in the WNP-2 License Condition 2.C(16), Attachment 2, Item 3(b).
