By letters dated October 29, 1991, April 23,

1992, and September 23,
1992, Rochester Gas and Electric Corporation submitted responses to anomalies and proposed new relief requests related to the R.

E. Ginna Nuclear Power Plant Inservice Testing Program.

The anomalies were identified in NRC s April 15, 1991, Safety Evaluation (SE).

The staff has reviewed your responses to the IST program anomalies and evaluated the revised relief requests contained in the SE submittals.

Your responses to each of the anomalies'identified in the April 15,

1991, SE and new and revised 'relief requests identified in later correspondence, are described in Table 1 (Enclosure 2).

The September 23, 1992 letter, withdrew two previous relief requests, R-7 and VR-17, and requested approval to use an alternative in a new relief 'request, PR-12.

The enclosed SE (Enclosure

1) was prepared by the NRC to provide the results of the staff review.

The Code of Federal Regulations, 10 CFR 50.55a(g),

requires certain Class 1, 2, and 3 pumps and valves in water-cooled nuclear power facilities to meet the inservice testing requirements stated in the ASME Boiler and Pressure Vessel Code (Code),

Section XI: specifically Subsection IWP, "Inservice Testing of Pumps in Nuclear Power Plants,"

and Subsection

IWV, "Inservice Testing of Valves in Nuclear Power Plants."

Guidance on acceptable alternatives to Code requirements has been provided for certain aspects of inservice testing by NRC in Generic Letter (GL) 89-04, "Guidance on Developing Acceptable Inservice Testing Programs."

Pursuant to 10 CFR 50.55a(a)(3)(i) relief is granted.
