At 1730 hours0.02 days <br />0.481 hours <br />0.00286 weeks <br />6.58265e-4 months <br /> on January 16, 1991 the St. Lucie Unit 2 2B Emergency Diesel Generator,(EDG) was idle started for post-maintenance testing following a preventative maintenance oil changeout.

The 2B EDG was synchronized to the grid

.but could only be loaded to approximately 2000 KW. The 2B EDG was shutdown for investigation of the problem.

Troubleshooting revealed a defective limit switch assembly in the 2B2 governor.

The limitswitch controls positioning of the governor

'peed setting.

In the stand-by mode, the governor speed setting is at 450 RPM. The starting logic raises the engine speed to 900 RPM with a 125V DC motor. The limit switch controls the 125V DC motor. The defective limit switch was replaced with a new switch.

At 1921 hours0.0222 days <br />0.534 hours <br />0.00318 weeks <br />7.309405e-4 months <br /> on January 17, 1991, the 2B EDG was started for a surveillance run.

'he start time was 8.94 seconds.

The EDG operated properly and the surveillance run was completed satisfactorily. The 2B EDG was declared back in service at 2110 hours0.0244 days <br />0.586 hours <br />0.00349 weeks <br />8.02855e-4 months <br /> on January 17, 1991.

In accordance with NRC Regulatory Guide 1.108 C.2.e.8, this event was evaluated to be a valid failure because the affected governor kept the EDG from fully loading and meeting its design basis criteria.

In accordance with the Unit 2 Technical Specification 4.8.1.1.3, this event is being submitted as a valid failure of the 2B Emergency Diesel Generator.

Corrective Actions:

1) The defective limit switch assembly was replaced.
2) The 2B EDG was successfully retested.
3) The System Engineer willtrack failures of this limitswitch for each EDG to verify that this corrective action is sufficient.

Failure Summary:

The failure of the 2B EDG was the third failure in the last 100 tests.

In conformance

'with the St. Lucie Unit 2 Technical Specification Surveillance Requirement 4.8.1

~1.2.a., Table 4.8-1 "Diesel Generator Test Schedule," the surveillance frequency remains at once per 31 days.

This is the first failure of this limit switch on any of the EDGs at St. Lucie.
