Dear Mr. Varga:

After reading your response (May 27, 1988) to my letter to Harold R. Denton, dated May 16, 1988, I find that I have more unanswered questions that I originally asked.

In the first place, I was asking for documentation of the successful completion or non-completion of the first 10-year inspection interval for St. Lucie, Unit No. 1.

While you state that your staff has completed all work on this interval, you do not state whether or not FP&L has successfully completed their requirements.

Please answer this question and send a copy of the staff's evaluation and December 12, 1987 cover letter.

In addition, you mentioned the second ten-year interval plan of FPZcL.

Also, the company "...requested various reliefs associated with that program" according to your letter.

Please send me copies of these documents.

HBer kow DMilier This letter is in response to your letter to Harold R. Denton, dated May 16, 1988, which has been referred to my office for response.

You requested an update of Florida Power and Light (FPSL) Company's Inservice Inspection Program for the St. Lucie Plant, Unit Wo. 1.

Mr. Denton's letter to you of triarch 14,

1986, which you referred to in your letter, described the approach that the Commission uses for inservice inspection of nuclear power plants, and describes the staff's basis for extending the first ten-year inspection interval for the St. Lucie Plant, Unit No.

1 to February 11, 1988.

This letter provides an update of Mr. Denton's previous letter to you.

The first ten-year inspection interval for St. Lucie, Unit No.

1 ended on February ll, 1988.

By submittals dated September 2 and 4,

1987, FPSL provided the staff a copy of the Inser vice Inspection Program for the second ten-year interval and also requested various reliefs associated with that program.

FPSL specified in their submittals that on February 11, 1988 they would commence the second ten-year inspection interval under the requirements of the ASME Boiler and Pressure Vessel Code Section XI, 1983 Edition through the Summer of 1983

Addenda, except where specific relief has been requested.

The FPSL submittals are currently under review.

I believe this information is responsive to your concern.

The staff's evaluation of inservice inspection of Class 1,

2 and 3 components was sent to FPSL by letter dated December 12, 1987.

In addition, the staff approved the Instrumented Inspection Technique

( IIT) at St. Lucie, Unit 1 by letter dated November 8, 1985.

IIT represents an alternative inspection method to meet certain requirements of Section XI of the ASME Code for inservice pressure tests.

Lastly, the inservice inspection Technical Specifications for Unit No.

1 were upgraded to the format and content of Standard Technical Specifications on March 7, 1988 (Amendment 90).
