SUMMARY

OF MEETING HELD WITH FP&L ON MAY 5, 1981

-~r<i The staff discussed the transmitted draft fire protection questions to assure FP&L understood the information needed by the staff to complete their review.

Discussions were held regarding the staff position and the FP&L position on fire protection.

The staff acknowledges that there are differences between the two positions and these differences may not be readily resolvable for the staff to complete their review on time.

The staff noted the following areas that could impact the time to complete their review.

1.

Fire Mater S stem - FP&L relies on Unit 1 fire water systems.

Thus, the review of the Unit 2 fire water system cannot be completed until the Unit 1 open items relative to Appendix R are resolved.

This is not only a departure from our guidelines, but, also, a departure from the engineering philosophy expressed in the national fire codes.

Fire Retardant Coatin

- FP&L relies on the effect of using the flame retardant cab e coat ng in combination with administrative control.

Therefore, FP&L assumes that fires.qi11 not propogate along flame retardant coated cables.

The staff does not agree with this assumption.

4.

A endix R - During this meeting, the staff stated that S.L.2 would be rev ewe against Appendix R and BTP 9.5-1.

The applicant is a member of a utility group which has filed a motion for partial stay pending judical review of Sections III.G, III.L, and III.) of Appendix R.

In summary, until the above four items are resolved, the staff's review of the FSAR cannot be completed.

In addition, a site visit would not be productive until the above open items are resolved.

It was recommended that a near-future meeting be held between FP8L and the NRR management to discuss these differences.

The Division of Licensing will arrange a meeting date and agenda.
