NRC INSPECTION REPORTS NO. 50-237/91033(DRS);

50-249/91036(DRS)

This refers to the routine safety inspection conducted by

Ms. v. Patricia Lougheed and Messrs. Ronald Langstaff and

Kombiz Salehi of this office on December 3 - 31, 1991.

This

inspection covered activities at the Dresden Nuclear Power

Station, Units 2*and 3, as authorized by NRC Operating Licenses

No. DPR-19 and DPR-25; and at the corporate engineering offices

in Downers Grove.

Prior to leaving the site, our findings and

conclusions were discussed with Mr. Brent Shelton,

Mr. Charles Schroeder, and others of your staff.

Also, on

December 31, 1991, Mr. L. Gerner and I discussed your proposed

corrective actions regarding the containment liner water

instrusion.

The enclosed copy of our inspection report identifies areas

examined during the inspection.

This inspection focused on

engineering and technical support provided by different segments

of your organization, including corporate engineering, onsite

engineering, and the plant technical staff.

In these areas, the

inspection consisted of selective examination of procedures and

representative records, observations, and interviews with

personnel.

A violation concerning your lack of corrective action on water

leaking into the sand pocket region of the Unit 3 containment

liner was identified.

A written response is required.

In order for us to evaluate the effects of this leakage on

containment integrity, we request that your response to the

violation also address the following:

(1) the leakage impacting

the Unit 2 drywell liner and its effects on drywell integrity;

(2) why some of the sand pocket drain lines on Unit 3 remained

blocked at the time of our inspection even though the

surveillance had already been performed to ensure they were open;

(3) the results of the tests, analyses, and inspections your

staff indicated would be performed during the December 31, 1991

telephone conference; and (4) comparison of these results with

those obtained in 1988.

This inspection identified an additional concern associated with

your September 8, 1988, response to Generic Letter 87-05.

Your

response stated that surveillances to check for leakage from the

drain lines for the sand pocket regions would be performed and

"any evidence of leakage through any of the drain lines

constitutes an abnormal condition to be reported and for

corrective measures to be initiated."

As noted in the inspection

report, leakage has been increasing every refueling outage since

issuance of this generic letter and has never been reported to

the NRC.

During the inspection, your staff indicated that this

response did not mean that you would report leakage to the NRC.

Please clarify your response to this generic letter.

In accordance with 10 CFR 2.790 of the Commission's regulations,

a copy of this letter, the enclosures, and your response to this

letter will be placed in the NRC Public Document Room.

The responses directed by this letter and the accompanying Notice

are not subject to the clearance procedures of the office of

Management and Budget as required by the Paperwork Reduction Act

of 1980, PL 96-511.

We will gladly discuss any questions you have concerning this

inspection.
