SUMMARY
OF MEETING WITHTEXAS UTILITIESELECTRIC COMPANY (TUE), UNION ELECTRIC COMPANY (UE), WOLF CREEK NUCLEAR OPERATION CORPORATION (WCNOC), AND PACIFIC GAS 8 ELECTRIC COMPANY (PG&E) ON THE JOINT TECHNICAL SPECIFICATION CONVERSION PROCESS AND SCHEDULE On November 14, 1997, members of the NRC staff met with representatives of Texas Utilities Electric Company (TUE), Union Electric Company (UE), WolfCreek Nuclear Operation Corporation (WCNOC), and Pacific Gas 8 Electric Company (PG&E) at the NRC Offices to discuss the joint technical specification conversion status and schedule.
A list of meeting attendees is attached.
This is one in a series of meetings the staff has held with TUE, UE, WCNOC, and PG8 E (the utilities). The utilities presented their Joint Licensing Subcommittee (JLS) organizational changes, requested implementation dates, request for additional information (RAI) response expectations, projected form and format of RAI responses, supplements to the improved technical specification (ITS) license amendment requests, and the present status of Technical Specification Task Force (TSTF) issues.
Previous meetings between the NRC staff and the JLS were held on November 14, and December 14, 1995, March 23, August 23, and November 14, 1996, January 24, and June 24, 1997.

Im lementation Dates The utilities presented their projected implementation dates based on their 1999 outage dates and the assumed final amendment date of August 1, 1998. The staff stated the actual draft safety evaluation reports (SERs) would not be issued by the utilities'rojected date of May 1, 1998. The staff projects the drafts to be sent to the utilities in the fall of 1998 depending on the current workload of ITS applications being reviewed. The staff expects that the draft and final SERs willnot vary significantly.

RAI Res onses The utilities stated that due to volume of material in an ITS conversion and the added complexity of collectively responding to RAIs they expect the 30 day response time may not be adequate.
The staff stated that the RAIs willcome in stages by section so the responses should be staggered and the staff would work with the utilities to set realistic due dates in excess of 30 days when justified.
The utilities stated that they were developing a form and format to respond to the RAls. The staff stated the RAls would be numbered sequentially and that a designation or matrix willbe used to show the applicability to each plant to ensure that the RAI questions that apply to more than one plant have the same number.
Su lements to the ITS Amendments The licensee's stated that they would make one supplemental submittal to the Diablo Canyon ITS called an errata.
Subsequent submittals willbe numbered.
The staff stated that where there are known discrepancies or planned changes the utilities should make those changes as soon as possible so that the staff review does not have to be redone for the new or revised material. The sequencing of changes that may result from RAls willbe dealt with tater.
Status of TSTFs The utilities discussed the status of TSTF Travelers (proposed changes to the Standard Technical Specifications) and their impact on the ITS submittals.
The staff stated that the Westinghouse Owners Group is strongly urging the staff to reach resolution on TSTF-135.
TSTF-135 involves significant changes to the Westinghouse instrumentation requirements.
The utilities stated that they had used parts of TSTF-135 and would prefer not to implement the current version of TSTF-135. The utilities further stated that imposing the implementation of TSTF-135 on the JLS would cause a minimal delay of three months in the conversion review schedule.
