As you are aware, the-Atomic Safety and Licensing Board (ASLB} issued a Partial Initial Decision relating to the Diablo Canyon Nuclear Plant, Units 1 and 2.
on June 13, 1978.
This-decision contained several environmental monitoring conditions which were not mentioned in the National Pollutant Discharge Elimination System (NPDES) permit (No. 76-11) issued by your board on, April 9,'1976.
These conditjions are listed in-the enclosure.
Subsequent.to the ASLB's partial decision. it was decided that NRC's responsi-,
bilities under,NEPA would be met, 'and duplication would be'avoided, if the cognizant'state agencies assumed regulatory responsibilitjgjfor preooperational and operational monitoring of water quality and aquatic'biota.
In connection with the environmental conditions in the enclosure, our staff made several
-phone calls to the staffs of your board, of the California Department of Fish and Game, and of Pacific Gas, and Electric Company.
From these'phone calls we learned that each of the programs or studies listed, in the enclosure is being carried out either by the California Department of Fish and Game or by consultants to, Pacific Gas and Electric Company.,
So. Chat we may be able to'ocument that our. responsibilities under,NEPA have been met,'we would appreciate receiving a brief writtan discription of'ach of these programs.-
To* avoid
" impacti~g the licensing process for Diablo Canyon, it would be helpful for us Co receive this information at an early date.
He shall request Pacific Gas and Electric Company to include in its annual report to the NRC a report on the results of these studies.

Encl osure Environmental Monitoring Requirements in the Partial Initial Decision for Diablo Canyon not Covered in the NPDES Permit.
l.
A study to determine the concentrations of small fish and of the eggs and larvae of marine organisms in the intake cove.
From these data, the impact of impingement and entrainment on these biota may be estimated.
2.
A study of fish impingement on the travelling screen. of the intake structure.
3.
A study to monitor the size of kelp canopies-and abalone populations in the Diablo Cove area for three years from the start of commercial operation of the first unit of the Diablo Canyon plant.
4.
A study of ocean currents in the intake and discharge areas starting at least one year before operation and continuing for one year after full-power operation of both units.
5.
A study of thermal plumes near the discharge for one year after full-power operation of, both units to determine compliance with state requirements.
Also a study of far-field effects to determine the extent of re-circulation.
The latter study would use both dye and thermal measurements.
