On December 9,
1982 the Commission discussed (1) the staff recommendations regarding Phase II of the Diablo Canyon design verification program as contained in the staff report SECY 82-414 and (2) your proposal for a
three step licensing process as described in your letter to me of December 3, 1982.
The Commission approved (1) the Phase II Program Plan of June 18, 1982, including the proposed IDVP contractors, as modified by the staff in Enclosure 11 to SECY 82-414 and (2) the redirection and completion requirements of Phase I and Phase II contained in Figure 3 of SECY 82-414 as modified by your Figure 1 of your December 3, 1982 letter.
As discussed by the staff at the Comnission meeting we do not anticipate any difficulties in utilizing the two step licensing approach in our evaluation of matters necessary for reinstatement of. the suspended license for Diablo Canyon Unit 1 (i1.e., (1) fuel loading and cold system testing and (2) criticality and low power testing) prior to the third step of issuance of a full power license.
He intend to discuss these matters with you at a meeting in San Francisco during the week of January 10, 1983.
