NRC Mission

  • The NRCs mission is to ensure safety, and to be protective of public health and the environment whether the site is operating, or transitioning from operation to decommissioning, and through the entire decommissioning process until the site has been radiologically decommissioned and the license is terminated.

Decommissioning (10 CFR 20, Subpart E)

  • To remove (as a facility) safely from service and reduce radioactivity to a level that permits:
  • Release of the property for unrestricted use and termination of the license Unrestricted Release Criteria
  • Total Effective Dose Equivalent (TEDE) 25 mrem (0.25 mSv/a) and As Low As is Reasonably Achievable (ALARA)
  • Average member of the critical group
  • All pathways
  • Period of performance - 1000 years 5

License Termination Plan The License Termination Plan Includes:

- Site Characterization

- Identification of Remaining Dismantlement Activities

- Plans for Site Remediation

- Plans for the Final Radiation Survey

- Description of the End Use of the Site if Restrictions are Imposed

- Updated Site-Specific Cost Estimate of Remaining Costs

La Crosse LTP Availability The La Crosse LTP is available for public viewing through the NRCs Agencywide Documents Access and Management System (ADAMS) at accession [reference] number ML16200A095.

The La Crosse LTP is accessible electronically from the ADAMS Public Library component on the NRC website, http://www.nrc.gov.

License Termination

La Crosse Partial Site Release

  • Request was submitted on June 27, 2016
  • Proposed action would remove and release the portions of the site which have been classified as radiologically non-impacted from La Crosses previous operation
  • Approximately 88 of the 165 acres of the site would be released, including components of the Genoa Generating Station coal-fired power plant, which remains operational
  • Estimated date of release is March 2017 19

Partial Site Release

  • The Partial Site Release Includes:

- The results of evaluations performed to determine the effect of releasing the property, including dose to the public, effluent release, and environmental monitoring

- A description of the land to be released

- A schedule for release of the property

- Results of the 10 CFR 50.59, Changes, tests, and experiments, evaluation performed

- Environmental impact conclusions 20
