SUMMARY

OF TELEPHONE CONFERENCE CALL SOUTH TEXAS PROJECT LICENSE RENEWAL APPLICATION AUGUST 11, 2016 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of STP Nuclear Operating Company (STPNOC or the applicant) held a telephone conference on August 11, 2016, to clarify changes made to the Title 10, Part 50 of the Code of Federal Regulation (CFR), Appendix J, Primary Reactor Containment Leakage Testing for Water-Cooled Power Reactors, Aging Management Program (also known as the 10 CFR 50, Appendix J Program) in the 2016 Annual Update to the STP License Renewal Application (LRA).

Background:

By letter dated October 25, 2010 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML103010256), South Texas Project (STP) Nuclear Operating Company (STPNOC), submitted a License Renewal Application (LRA) pursuant to Title 10 of the Code of Federal Regulations (CFR) Part 54 for review by the U.S. Nuclear Regulatory Commission (NRC or the staff), to renew operating licenses NPF-76 and NPF-80 for South Texas Project, Units 1 and 2, for an additional 20 years.

In accordance with Section 54.12(b) of 10 CFR, by letter dated June 28, 2016 (ADAMS Accession No. ML16190A135), the applicant submitted an LRA update covering the period from September 1, 2015 through June 29, 2016. The NRC staff is in the process of reviewing the 2016 LRA update and sought clarification to the 10 CFR 50, Appendix J Program.

Discussion:

The NRC staff began the discussion by stating that there were no clarification questions regarding Regulatory Guide 1.35, Inservice Inspection of Ungrouted Tendons in Prestressed Concrete Containments.

The NRC staff and the applicant discussed the following clarifications:

1. 10 CFR 50, Appendix J Program Exception to NUREG-1801, Generic Aging Lessons Learned (GALL) Report, (the GALL Report)

The staff noted that in the 2016 Annual Update, the applicant identified an exception to the GALL Report for the 10 CFR 50, Appendix J Program. However, the applicant did not identify the program elements to which the exception applied.

The applicant acknowledged that the 2016 Annual Update did not identify the program elements and agreed to provide an amendment to the LRA identifying the program elements to which the exception applied.

2. Completion Schedule for Commitment No. 24 The staff noted that in the 2016 Annual Update, the applicant revised the completion schedule for Commitment No. 24 from completed to Complete no later than six months prior to the period of extended operation. The staff asked for clarification on the revision.

The applicant stated that revision in the completion schedule was due to the recently issued Amendment No. 210 to Facility Operating License No. NPF-76 (Unit 1) and Amendment No.

197 to Facility Operating License No. NPF-80 (Unit 2). These amendments consist of changes to Technical Specification section 6.8.3.j, "Containment Leakage Rate Testing Program," to allow a permanent extension of Type A primary containment integrated leak rate testing frequency from once every 10 years to once every 15 years.

The staff stated no further clarification was needed.

3. Deletion of ANSI/ANS 56.8 from the Program Description of 10 CFR 50, Appendix J Program The staff noted that reference to ANSI/ANS 56.8, Containment System Leakage Testing Requirements, was deleted from the B2.1.30 10 CFR Part 50, Appendix J Program Description and sought clarification.

The applicant stated that ANSI/ANS 56.8 was referenced in NEI-94-01, Revision 2-A, and hence omitted from the revised Program description as duplicative.

The staff stated no further clarification was needed.
