SUBJECT:

PROPOSED RESOLUTION OF GENERIC ISSUE 142, "LEAKAGE THROUGH ELECTRICAL ISOLATORS IN INSTRUMENTATION CIRCUITS" During the 394th meeting of the Advisory Committee on Reactor Safeguards, February 11-13, 1993, we discussed the resolution of the subject generic issue proposed by the Office of Nuclear Regulatory Research (RES). We had the benefit of the documents referenced.

We concur in the resolution of Generic Issue 142 proposed by RES and its recommendation that this Generic Issue be closed out. In the event that the resolution is changed from that which we considered, we wish to be informed and be given an opportunity for review prior to final disposition.

We also concur in the RES recommendation for development of guidance and revision to the Standard Review Plan for use in reviewing digital systems for future plants, or current plants where existing safety-related analog systems are replaced with digital systems. We wish to be kept informed and be given an opportunity for review as these are developed.
