ENTERGY VERMONT YANKEE QUALITY ASSURANCE PROGRAM MANUAL VERMONT YANKEE NUCLEAR POWER STATION AND INDEPENDENT SPENT FUEL STORAGE FACILITY - ACCEPTANCE REVIEW (CAC NO. L53120)

Dear Mr. Perito:

By letter dated February 4, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16035A506), Entergy Nuclear Operations, Inc. (ENO) submitted a proposed revision to the Vermont Yankee Nuclear Power Station (VY) Quality Assurance Program Manual (QAPM) for review and approval by the U.S. Nuclear Regulatory Commission (NRC), since it involves aspects that are considered reductions in commitments. The purpose of this letter is to provide the results of the NRC staff's acceptance review of the submittal. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of this request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staff's ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.

Note that, because the NRC staff has accepted this application for review and will be performing a detailed review of this request, the 60-day period referenced in Title 10 of the Code of Federal Regulations, paragraph 50.54(a)(4)(iv) is not applicable. Accordingly, ENO can implement reductions in commitments only after the NRC staff has completed its review and issued a safety evaluation.

In accordance with 10 CFR 2.390 of NRCs Agency Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of ADAMS.
