Category 3 Purpose of the Meeting(s): The purpose of the meeting was to describe the request by GE Hitachi Nuclear Energy (GEH) to release a non-impacted portion of the Vallecitos Nuclear Center for unrestricted use, and the U.S. Nuclear Regulatory Commission (NRC) process for partial site releases of nuclear power facilities, for interested members of the public in the vicinity of the site. In compliance with the regulations in 10 CFR 50.83, this meeting was also held to answer any question from the public, and to take any comments from the public. The request by GEH is in the Agency-wide Documents Access and Management System (ADAMS) at accession nos. ML15114A437 and ML15114A438. The meeting announcement is in ADAMS at accession no. ML15188A344.
General Details: The meeting was attended by 13 individuals including GEH representatives, members of the public, and NRC staff. Presentations were made on the partial site release request made by GEH and the NRCs regulatory process and confirmatory surveys for partial site releases. A question and answer session with the public was then conducted before concluding the meeting.

The meeting started with welcome, introductions, and meeting information and ground rules. NRC licensing staff made a presentation (Attachment 1) on an overview of the power reactor decommissioning and the partial site release process. A GEH representative gave a presentation on their request to release a non-impacted portion of their site for unrestricted use (Attachment 2), and NRC inspection staff made a presentation on the confirmatory survey and inspection process (Attachment 3).
Public Participation Themes: The meeting was attended by a representative of Tri-Valley Communities Against a Radioactive Environment (CAREs) who lives locally to the site. The Tri-Valley CAREs representative asked questions on the public comment process, the licensees evaluation results from the request to release the north portion of the site, the number of samples, the sampling methodology, conformance to standard methods, relationship to EPA screening levels, and the ultimate disposition of the property. The meeting was transcribed (Attachment 4).
Action Items/Next Steps:
Once the NRC confirmatory survey is complete, finalize the NRC inspection report and process the partial site release request per the regulations in 10 CFR 50.83 for release of non-impacted areas.
Distribute all public documents to the stakeholders identified on the distribution list for NRC inspection reports for the site.
