SUMMARY
OF DECEMBER 4, 2014, PUBLIC MEETING WITH THE BOILING WATER REACTOR OWNERS GROUP (BWROG)
On December 4, 2014, U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of the Boiling Water Reactor (BWR) Owners Group (BWROG) in a public meeting at NRC headquarters in Rockville, Maryland. The enclosure provides a list of those in attendance and those that participated by teleconference. Information presented at the meeting by the BWROG representatives is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML14356A148.
The purpose of the meeting was for the NRC staff and the BWROG representatives to discuss the status of the resolution of the BWR emergency core cooling system (ECCS) suction strainer (SS) issues.
Opening remarks which included meeting objectives and a discussion overview for the meeting were made for the BWROG by Mr. Ken Knaide of PSEG.
Mr. Steve Scammon of Energy Northwest and ECCS SS Committee Chairman provided a project update since the last public meeting held on September 10, 2014 (meeting summary at ADAMS Accession No. ML14307B114). This included a discussion of third and fourth quarter 2014 BWROG submittals and a preview of first quarter 2015 BWROG submittals. Mr. Scammon also addressed the anticipated closure of Issues 6, 7, and 12 via BWROG-14006 (ADAMS Accession No. ML14051A100.
Mr. Phil Grissom, of SNC provided an update for the Head Loss Subcommittee addressing NRC comments on the BWROG ECCS Suction Strainer Thin Bed Head Loss Test Plan (ADAMS Accession No. ML14178B281). Key areas of concern relate to scope of program, debris size distribution and preparation, and future application. The NRC staff discussed test witnessing with BWROG representatives. A follow-up teleconference will be scheduled in the first quarter of 2015 to allow for BWROG updates and open forum discussion.
A. Mendiola Mr. Greg Broadbent, Entergy, initiated a discussion of the boron injection chemical effects issue.
This included some discussion of Title 10 of the Code of Federal Regulations (10 CFR) 50.46c and alternative source term.
Mr. Rob Choromokos of SIA elaborated with discussion on boron injection timing. The discussion was centered on generic BWR Emergency Procedures Guidelines for Standby Liquid Control (SLC) injection and fleet current practices. The NRC staff questioned some of the presented survey data and requested further discussion with supporting data. A follow-up teleconference will be scheduled in the first quarter of 2015 to allow for BWROG updates and open forum discussion.
Dr. Ludwig Haber of Alden Research Laboratory provided an update on the Fuels Testing Program. This included an update on the fuels benchtop testing. The submission of the BT2 fuels test plan (ADAMS Accession No. ML14274A095) to NRC for comment was discussed.
Mr. Ken Knaide stated that the BWROG would very much appreciate feedback from the NRC staff and that the BWROG will await feedback from the NRC staff before proceeding with BT2.
The NRC staff noted that a new lead reviewer would be assigned to take over the review of BT2. A general overview of the BT2 test setup was presented along with lower plenum simulation conclusions. Shakedown testing for BT2 is scheduled to commence in January of 2015. A follow-up teleconference will be scheduled in the first quarter of 2015 following the shakedown testing to allow for BWROG updates and open forum discussion.
Mr. Matt Leonard of NWT provided a Chemical Effects Program update. This included an update on chemical effects benchtop testing (Note: this is a benchtop test program separate from the one discussed above for fuels testing). The results for BT-1 through BT-6 were presented and key testing observations were noted. The NRC staff requested clarification on static sample testing (i.e., no stirring of solution), how post-LOCA debris affects the pH when sodium pentaborate is not injected, and coupon sizing and coating qualification. A follow-up teleconference will be scheduled in the first quarter of 2015 to allow for BWROG updates and open forum discussion. Mr. Ken Knaide provided a summary wrap-up of the morning session.
Mr. Larry Naron of Exelon provided introductory remarks for the afternoon session of the public meeting. This included a discussion of meeting objectives, as well as an overview of intended use of the risk-informed process with emphasis on Regulatory Guide (RG) 1.174 acceptance guidelines.
Dr. Ed Burns of ERIN Engineering and Dr. Bruce Letellier of Alion collaboratively presented the risk-informed proof of concept evaluation and analysis approach in detail. The primary objective for this approach was identified as providing a model and framework (CASA Grande) for addressing multiple issues related to ECCS suction strainers. The NRC staff expressed concerns over the models overall complexity and questioned if a simplified approach had been considered. In response, the BWROG identified that simpler alternatives had been considered but preliminary results for these alternatives did not adhere to the acceptance guidelines of RG 1.174. A follow-up teleconference will be scheduled in the first quarter of 2015 to allow for BWROG updates and open forum discussion.
A. Mendiola At the conclusion of the meeting, Mr. Mike Iannantuono of GE Hitachi and BWROG Project Manager for the ECCS SS effort facilitated an overview and closeout for the meeting and identified key initiatives for the first quarter of 2015.
No members of the public were present for this meeting either in the meeting room or on the telecom line.
