U.S. GEOLOGICAL SURVEY RE: REVIEW OF THE EMERGENCY PLAN FOR LICENSE RENEWAL (TAC NO. ME1593)

Dear Mr. Nuccio:

By application dated January 5, 2009 (a redacted version of the application is available on the U.S. Nuclear Regulatory Commissions (NRCs) public Web site at www.nrc.gov under Agencywide Documents Access and Management System (ADAMS) Accession No. ML092120136), as supplemented, the U.S. Geological Survey (USGS, the licensee) requested renewal of Facility Operating License No. R-113 for the USGS TRIGA research reactor (GSTR).

As part of the license renewal process, the NRC staff reviewed the GSTR Emergency Plan, Revision 13, dated October 2013. The NRC staffs review resulted in a request for additional information (RAI) letter dated January 28, 2014 (ADAMS Accession No. ML14023A795), and your RAI responses by letters dated February 19 (Nonpublic), and May 15, 2014 (ADAMS Accession No. ML14148A240, redacted version). By letter dated May 30, 2014, the GSTR Emergency Plan, Revision 14, dated May 2014, was submitted.

The NRC has completed its review of the GSTR Emergency Plan, Revision 14, dated May 2014, and concluded that it is compliant with the regulations and guidance below:
