SUBJECT:
NRC INSPECTION REPORT 50-261/96-13 AND NOTICE OF VIOLATION
Dear Mr. Hinnant:
On November 8, 1996, the NRC completed an inspection at your H. B. Robinson reactor
facility. The enclosed report presents the results of that inspection.
During the period covered by this inspection report, your conduct of security activities at the
H. B. Robinson facility was generally characterized as good. However, the controlling of
access into the protected area and testing of inoperative security equipment failed to meet
requirements as defined in your Industrial Security Plan and procedures. Your corrective
action to a previously identified violation relating to the protection of safeguards information
was excellent.
Based on the results of the inspection, the NRC has determined that a violation of NRC
requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice) and
the circumstances surrounding it are described in detail in the subject inspection report.
Please note that you are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response. The NRC will use your
response, in part, to determine whether further enforcement action is necessary to ensure
compliance with regulatory requirements.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and
its enclosures will be placed in the NRC Public Document Room (PDR).
