Environmental Review

" Generic Environmental Impact Statement (GELS) addresses issues common to all plants

" Supplemental Environmental Impact Statement (SEIS) addresses site-specific issues for Davis-Besse license renewal

" Review proposed action (license renewal) and alternatives 5

How Impacts are Quantified

  • NRC-defined impact levels:

> SMALL - Effects are not detectable or are so minor that they will neither destabilize nor noticeably alter any important attribute of the resource.

> MODERATE - Effects are sufficient to alter noticeably, but not to destabilize, important attributes of the resource.

> LARGE - Effects are clearly noticeable and are sufficient to destabilize important attributes of the resource.

6

Cumulative Impacts m Overall impacts to environment including past, present, and reasonable foreseeable future actions m Preliminary findings LARGE cumulative impacts on aquatic resources SMALL to MODERATE cumulative impacts on water resources surface MODERATE cumulative impacts on terrestrial resou rces and human health-microbiological organisms SMALL cumulative impacts in all other areas 7

Site-Specific Environmental Review of Davis-Besse License Renewal Reviewing Areas Impact DSEIS Section Land Use SMALL 4.1 Air Quality SMALL 4.2 Geological Environment SMALL 4.3 Surface Water Resources SMALL 4.4 Groundwater Resources SMALL 4.5 Aquatic Resources SMALL 4.6 Terrestrial Resources SMALL 4.7 Human Health SMALL 4.9 Socioeconomics SMALL 4.10 Historic and Archaeological SMALL to MODERATE 4.13 Resources 8

Federally Protected Species and Habitats Suitable Habitat Common Name Impact Present Piping Plover (Charadrius No effect Yes melodus)

Indiana Bat (Myotis sodalis)

May affect, but is unlikely Yes to adversely affect Eastern prairie fringed orchid No effect Yes (Platanthera leucophaea)

Lakeside daisy (Hymenoxy No effect No acaulis var. glabra)

I Conclusions presented are consistent with effect determinations under the Endangered Species Act.

9

Alternatives

  • Alternative energy sources analyzed (power replacement)

Natural-gas-fired combined-cycle Supercritical pulverized coal Combination alternative (wind, solar, natural-gas-fired combined-cycle, and compressed air energy storage)

  • No action alternative 10

Preliminary Conclusion The NRC's preliminary recommendation is that the adverse environmental impacts of license renewal for Davis-Besse Nuclear Power Station are not great enough to deny the option of license renewal for energy-planning decision makers 11

Waste Confidence Decision

" NRC Waste Confidence Decision and Rule (WCD) addresses management of spent fuel after the renewal term.

" Consistent with the Commission direction, Davis-Besse renewed license will not be issued until the issues related to waste confidence are appropriately addressed.

" WCD Environmental Impact Statement is being developed by the WCD directorate, to be available in 2014.
