STAFF REQUIREMENTS -
BRIEFING AND DISCUSSION OF ISSUES IN OPERATION OF SAN ONOFRE UNIT 1, 9:30 A.M., WEDNESDAY, NOVEMBER 21, 1984, COMMISSIONERS' CONFERENCE ROOM, D.C. OFFICE (OPEN TO PUBLIC ATTENDANCE)
The staff briefed the Commission on the basis for its technical position and OGC briefed on the legal/policy options regarding the restart of San Onofre Unit 1.
Commissioner Zech requested that the staff review certain language in the SER to assure its consistency with the staff's responses at the Commission meeting that the staff has confidence that the public health and safety would not be affected by a restart of Unit 1.
(Subsequent to the meeting the staff completed the above requirement by issuing a letter in conjunction with the SER.)
The Chairman requested that the Commission make a decision on a preferred legal/policy option as soon as possible.
(Subsequent to the meeting, the Commission [Chairman Palladino, Commissioners Roberts, Bernthal, and Zech agreeing; Commis sioner Asselstine not yet indicating his position] decided that the August 1982 order should not be read as having amended the license to operate San Onofre Unit 1 and directed the staff to make required safety findings prior to authorizing restart [see Hoyle to Dircks memo, subject:
