POINT BEACH NUCLEAR PLANT CONFIRMATION OF INITIAL LICENSE EXAMINATION

Dear Mr. Meyer:

In a telephone conversation on May 29,2012, between Mr. C. Zoia, Region III Examiner, and Mr. A. Zommers, Senior Training Instructor, arrangements were made for the administration of licensing examinations at the Point Beach Nuclear Plant during the weeks of December 3,2012, and December 10,2012. In addition, the U.S. Nuclear Regulatory Commission (NRC) will make an examination validation visit to your facility the week of November 5, 2012. As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9, Supplement 1, of NUREG-1 021, "Operator Licensing Examination Standards for Power Reactors." The NRC's regional office will discuss with your staff any changes that might be necessary before the examinations are administered. To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by September 19, 2012. The written examinations, operating tests, and supporting reference materials identified in Attachment 3 to ES-201 will be due by October 19, 2012. Pursuant to Title 10, Section 55.40(b)(3), of the Code of Federal Regulations (10 CFR 55.40(b }(3>>, an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled. In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 3150-0090), medical certifications (OMB approval number 3150-0024), and waiver requests (if any) (OMB approval number 3150-0090) at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date. This letter contains information collections that are subject to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.). These information collections were approved by the Office of Management and Budget, approval number 3150-0018. The public reporting burden for this collection is estimated to average 500 hours per response, including the time for reviewing instructions, gathering and maintaining the data needed, and completing and reviewing the collection of information. CONFIRMATION OF INITIAL OPERATOR LICENSE EXAMINATIONS: POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2

Dear Mr. Meyer:

We have received your letter dated July 20, 2010 (NRC 2010-0115). In that letter, you requested the initial operator licensing examinations scheduled for May of 2012 and May 2013 be cancelled. You also requested scheduling of initial operator licensing examinations for December 2012, November 2013, and for October 2014. In response, we have cancelled the May 2012 and May 2013 initial operator licensing examinations. We have also scheduled an initial operator licensing examination for the weeks of December 3 and 10, 2012, with an onsite validation date of November 12, 2012. We have scheduled an initial operator licensing examination for the weeks of November 18 and 25, 2013, with an onsite validation date of October 28, 2013. Additionally, we have scheduled an initial operator licensing examination for the weeks of November 3 and November 10, 2014, with an onsite validation date of the week of October 13, 2014. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date. We understand that your staff will develop the examinations unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need. Because your letter indicated that there were more than nine applicants being considered for each of these examinations, the examinations were each scheduled for two weeks. Please inform us if the number of applicants decline below ten for any examination as this will impact the examination schedule. Also, please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations. A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the training program.

Dear Mr. Meyer:

In a letter dated August 17, 2009, (NRC 2009-0083), your staff responded to the NRC's Regulatory Issue Summary (RIS) 2009-11) and requested we schedule initial operator license examinations in April 2011, May 2012, and in May 2013, at the Point Beach Nuclear Plant. We have scheduled the examination requested to be conducted in April 2011 to begin the week of April 26, 2011. For the examination requested in May 2012, we have re-scheduled the examination you previously requested for February 2012 to an examination beginning the week of May 7, 2012. For the examination requested in May 2013, we have schedule the examination to begin the week of May 13, 2013. On-site validation of each of these examinations will occur approximately three weeks before the start of the examination. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date. We have discovered it will be necessary for the NRC examiners to develop the written and operating test to be administered during the April 2011 initial license examination. The NRC chief examiner assigned to that examination has already contacted your initial license operator training program supervisor and explained our need to develop the examination. We understand your staff will develop the examinations scheduled during 2012 and 2013. Each of the scheduled examinations was scheduled for two weeks because your letter indicated each examination has more than nine applicants taking the examinations. Please inform us if the number of applicants declines below ten as this will impact the examination schedule. Please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations. Dear Mr. Meyer:

In a letter dated July 28,2008 (NRC 2008-0055), your staff requested we schedule initial operator license examinations in May 2009 and in February 2012 at the Point Beach Nuclear Plant. We have scheduled the examination requested to be conducted in May 2009 to begin the week of May 4,2009. We have scheduled the examination requested for February 2012 to begin the week of February 13, 2012. Your staff also requested an examination be scheduled during February 2011. This request is actually a change request to move a previously scheduled examination from May 2011 to February 2011. Unfortunately, we are unable to accommodate the examination requested in February 2011 due to a heavy examination load. After discussing available examination weeks, Mr. M. Durbin of your staff notified Mr. D. McNeil, NRC Senior Operations Engineer, that the proposed examination start week of March 21, 2011, would be acceptable examination start week. Therefore, an examination has been scheduled for the Point Beach Nuclear Plant beginning the week of March 21, 2011. On-site validation of each of these examinations will occur approximately three weeks before the start of the examination. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date. We understand that your staff will develop the examination unless we determine it is necessary for the NRC to write the examination. Each of the scheduled examinations was scheduled for two weeks because your letter indicated each examination has more than nine applicants taking the examinations. Please inform us if the number of candidates for an examination declines below ten as this will impact the examination schedule. Please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations. A supplementary letter will be sent to the Point Beach Nuclear Plant's Training Department approximately 120 days prior to the initial examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program.
