Dear Congressman Issa:

On behalf of the membership of FuturePorts, I am writing to request your support for Southern California Edison's (SCE) Return-to-Service Action Plan as submitted to the Nuclear Regulatory Commission (NRC) to safely restart and operate the San Onofre Nuclear Generating Station (SONGS) Unit 2.

FuturePorts' members represent a broad range of goods movement industry businesses that operate throughout the Southern California region. Members range from small to large companies in the goods movement supply chain; from engineering and construction companies and their suppliers, labor, and transportation providers. FuturePorts' members have a vested interest in an economically viable and sustainable supply chain from the waterfront throughout the entire distribution network.

FuturePorts believes that a vibrant and healthy economic and environmental future for our ports is vital, and is dedicated to helping ports meet their environmental challenges, while building marine and landside shipping facilities, and improving our transportation corridors. Clean, safe, reliable and affordable power is a key component of FuturePorts' vision.

In making improvements to our ports and transportation corridors, we must be certain to do so in a manner that allows for clean air and adherence to air quality standards. Emission-free energy, like that provided by SONGS, should continue to be a part of the discussion and planning for our ports' energy future.

The constant base of power from SONGS ("baseload electricity")

allows for up to 2,200 megawatts of clean, emission-free electricity -

nearly 10% of the southern California region's power needs. SONGS' baseload electricity cannot be duplicated by other clean power facilities such as wind or solar farms, which are not able to constantly run, or produce equivalent levels of power or voltage support.

SCE's San Onofre facility has never been closed for a safety violation.

The NRC has determined that SCE has safely operated the plant, keeping public health and safety at the forefront during every year of the plant's operation.

Congressman Darrell Issa FLTUREPORTS November 27, 2012 In the coming decade, California will be challenged to simultaneously grow its economy, meet rising electricity demand, and improve air quality. To help meet this challenge, FuturePorts supports SCE's proposal to safely restart and operate SONGS Unit 2 following prudent, careful and thoughtful review by the NRC. Thank you for your effort and assistance in supporting the future of our ports by helping us to bring SONGS safely back online.

Sincerely, Elizabeth Warren Executive Director FuturePorts CC:
