SUMMARY
OF MAY 8, 2012, PUBLIC MEETING WITH FENOC REGARDING A PROPOSED LICENSE AMENDMENT REQUEST TO MODIFY TECHNICAL SPECIFICATIONS TO REMOVE MODE RESTRICTIONS ASSOCIATED WITH DIVISION 3 SURVEILLANCE TESTING (TAC NO. ME8423)
On May 8, 2012, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of FirstEnergy Nuclear Operating Company (FENOC) at the NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss FENOCs plan to submit an application for a license amendment to modify the technical specifications (TS) to remove MODE restrictions associated with Division 3 surveillance testing. A list of attendees is provided as.
FENOC presented information at the meeting (see Enclosure 2) and discussed the proposed changes to TS 3.8.1, AC [alternating current] Sources - Operating. Currently certain Division 3 surveillance requirement (SR) tests can only be performed during modes 4 (Cold Shutdown 200 (Fahrenheit) ºF and 5 (Refueling). FENOC proposes to remove the Division 3 mode restrictions, thus allowing the subject SR tests to also be performed during modes 1 (Run), 2 (Startup), and 3 (Hot Shutdown 200 ºF). The subject SRs are SR 3.8.1.8, SR 3.8.1.9, SR 3.8.1.10, SR 3.8.1.11, SR 3.8.1.12, SR 3.8.1.13, SR 3.8.1.16, SR 3.8.1.7, and SR 3.8.1.19.
The reason for the Division 3 mode restrictions is the potential for perturbation on the electrical distributions system during modes 1, 2, and 3. FENOC stated that due to the AC power system design and protection features, controls which will be in place during testing, and historically satisfactory test results, the mode restriction can be removed.
The NRC staff informed the FENOC representatives that the following areas should be addressed in their proposed submittal:
Describe compensatory measures to protect reactor core cooling isolation system.
Describe any cross-ties with high-pressure core spray system.
Details on the historical data for SR testing results.
Review previous requests for additional information and supplemental information for the precedents noted during the meeting.
Describe events after a loss-of-coolant-accident as it pertains to the ac power system and the subject SRs.
No decisions were made regarding the acceptability of FENOCs proposed submittal.
Members of the public were in attendance. Public Meeting Feedback forms were available, and one was received. It was positive in nature, and no actions are required.
