ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 DOCKET NO. 50-261/RENEWED LICENSE NO. DPR-23 INSERVICE INSPECTION PROGRAM FOR THE FIFTH TEN-YEAR INTERVAL, WITHDRAWAL RELIEF REQUESTS RR-01 AND RR-03 Ladies and Gentlemen:
By letter dated March 14, 2012, (Agencywide Documents Access and Management System (ADAMS) Accession Number ML12082A009), Carolina Power and Light (CP&L)
Company, now doing business as Progress Energy Carolinas, Inc.(PEC), submitted the "Fifth Ten-Year Interval Inservice Inspection Program" for the H. B. Robinson Steam Electric Plant (HBRSEP), Unit No. 2. This submittal included relief requests RR-01 and RR-03.
On April 10, 2012, a telephone conference was held between the HBRSEP NRC Project Manager and PEC staff members. During the conference, the NRC indicated that it was unable to support approval of relief requests RR-01, "Pressurizer Surge Line Nozzle Inner Radius," and RR-03, "Reactor Vessel Bottom Head Peel Segment-to-Disk Circumferential Weld," due to the length of time that would pass between approval date and when they would be needed.
Additionally, during the conference, the HBRSEP NRC PM requested that these two relief requests be withdrawn by May 4, 2012. Therefore, by this letter, PEC withdraws relief requests RR-01 and RR-03.
