Lee/GEH On November 10, 2010, a conference call between the U.S. Nuclear Regulatory Commission (NRC) and General Electric-Hitachi (GEH) staffs was held to discuss Requests for Additional Information (RAIs) related to the area of fire protection quality assurance for GEHs proposed laser-based uranium enrichment facility. The RAIs were transmitted to GEH on November 12, 2010.
DISCUSSION:
In RAI QAPD-1A, NRC staff requested clarification on GEH staffs plans to address quality assurance issues that are not directly addressed by the National Fire Protection Association (NFPA) standards. GEH staff indicated that their plans are to limit quality assurance activities to only those addressed in the NFPA standards. In the responses to the RAIs, GEH stated that they would address these questions and provide an explanation for their position.
In RAI QAPD-2A, NRC staff explained that the controls identified in Section 5 of Appendix A were focused on supplier qualification whereas typically this section describes controls for procurement document development, issuance, control, and revision. GEH staff indicated that they understood the clarification and would revise the Quality Assurance Program Description (QAPD) accordingly.
In RAI QAPD-15A, GEH staff asked if the comment focused on tagging items to indicate the inspection, test, and operating status of fire protection equipment items relied on for safety.
NRC staff clarified that Section 15, Inspection, Control, Testing, and Operating Status, of Appendix A of the QAPD needed to be clarified to indicate how GEH will ensure that the status of fire suppression Items Relied on for Safety (IROFS) is indicated on the item or in documents traceable to the item (i.e., by tagging IROFS that are out of service or nonconforming).
In RAI QAPD-21A, NRC staff asked GEH to clarify how duplication of information or conflicts in information presented in the QAPD and Section 11.8, Other Quality Assurance Elements, of the License Application will be avoided. GEH staff asked if would be acceptable to remove the detailed content of the License Application because it is presented in the QAPD. NRC staff indicated that that would be acceptable.
