- Rusty, Attached are the staff's draft RAIs for the subject exemption request. The RAIs concern the detailed design of the LFAs and the coresident fuel for the proposed Unit 3 core. This information is not readily available in the November 2, 2009, submittal. The responses to these questions will enable the staff to determine whether the proposed core be considered a mixed core (among other things), and allow a complete review of the application.
Separate from the attached RAIs, the staff noted that TS 4.2.1, "Fuel Assemblies," does not contain an explicit provision to allow the use of advanced zirconium alloy in assembly structural materials other than cladding, such as spacer grids. Thus, if Optimized ZIRLO is used in non-cladding components of the LFAs, a license amendment to revise TS 4.2.1 may also be needed. We would also like you to address this question.
