SUMMARY
OF FEBRUARY 17, 2010, MEETING REGARDING TRANSITION TO AREVA FUEL (TAC NO. ME3291)
On February 17, 2010, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Tennessee Valley Authority (TVA) and AREVA at NRC's Church Street facility in Rockville, MD. The purpose of the meeting was to discuss the TVA's plans to transition the Browns Ferry Nuclear Plant Unit 1 (BFN-1) to AREVA fuel and analysis methodologies. A list of attendees is provided in the enclosure.
As background, TVA submitted an application on October 23,2009, to change the BFN-1 technical specifications to support the transition to AREVA fuel. TVA provided supplemental information by letter dated November 17, 2009. The NRC requested further information by letter dated December 23, 2009. TVA responded by letter dated January 15, 2010; however, the NRC staff concluded that the additional information was incomplete. By letter dated February 2, 2010, TVA withdrew the application. The NRC staff acknowledged the withdrawal by letter dated February 25,2010.
The licensee presented information (see Agencywide Documents Access and Management System Accession No. ML100500476). The meeting focussed on the technical issues that led to nonacceptance of the submittal. The most significant issue was the small-break loss-of coolant-accident (SBLOCA) analysis. The analysis had not considered a single failure of automatic depressurization system (ADS) initiation. Preliminary analysis had confirmed that failure to automatically initiate ADS could be the limiting SBLOCA case. TVA discussed the root cause of the oversight, and actions going forward. TVA plans to credit operator action to manually initiate ADS, consistent with the original licensing basis for BFN. The staff asked TVA to provide justification for the operator action in the resubmittal, which is scheduled for April 2010.
No commitments or regulatory decisions were made by the NRC staff during the meeting.
