Dear Mr. Pardee:

The Region I Field Office, NRC Office of Investigations (OI), initiated an investigation (Case No.

1-2008-056) on September 11, 2008, to determine whether security officers at Peach Bottom deliberately compromised a Force-on-Force (FOF) exercise conducted in March/April 2008.

Based on testimonial and documentary evidence developed by OI during its investigation, the NRC did not substantiate that the FOF exercise was compromised.

Specifically, seven individuals testified that the breach location for the FOF exercise was not provided to the response team in advance of the FOF exercise. However, several individuals testified that it was common practice for veteran security officers to provide advice to newer security officers in advance of such drills and exercises. Since the two teams involved in FOF exercise were new, they and other veteran security officers had provided a lot of coaching on general drill tactics.

Please note that final NRC investigation documents, such as the OI report described above, may be made available to the public under the Freedom of Information Act (FOIA) subject to redaction of information appropriate under the FOIA. Requests under the FOIA should be made in accordance with 10 CFR 9.23, Requests for Records, a copy of which is enclosed for your information.
