Dear Mr. Baxter:
This refers to the meeting conducted at your staffs request at the Region II Office in Atlanta, Georgia, on January 22, 2009, at 10:30 a.m. The purpose of the meeting was to discuss the risk significance of the inspection finding documented in Inspection Report 05000269,270,287/2008010. This finding concerned the apparent failure to implement an adequate automatic voltage regulator maintenance procedure, which resulted in a loss of Unit 1 reactor coolant system inventory while on decay heat removal.
A list of attendees, a copy of our presentation, and a copy of your presentation handout are enclosed.
We found this meeting to be beneficial, in that we have a better understanding of your perspectives on the facts and assumptions used by the NRC to arrive at the finding and its significance. We will inform you of our deliberations on this matter in future correspondence.
