NOTIFICATION OF AN NRC BIENNIAL HEAT SINK PERFORMANCE

INSPECTION AND REQUEST FOR INFORMATION 05000331/2007003(DRS)

Dear Mr. Van Middlesworth:

On April 23, 2007, the NRC will begin the on-site portion of the Biennial Heat Sink Performance

Inspection at your Duane Arnold Energy Center. This inspection will be performed in

accordance with NRC baseline inspection procedure (IP) 71111.07. The heat exchangers

selected for detailed review during this baseline inspection are the 1B emergency diesel

generator cooler and the 1B residual heat removal heat exchanger.

We have enclosed a request for documents needed for the inspection. This information can be

sent to the following e-mail address cea4@nrc.gov, no later than April 13, 2007, so that we may

start the review of these documents. A hard-copy with the required information is also an

acceptable option.

The lead inspector for this inspection is Ms. Caroline Acosta Acevedo. If there are questions

about the material requested, or the inspection, please call Ms. Acosta Acevedo at

(630) 829-9718.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and

its enclosure will be available electronically for public inspection in the NRC Public Document

Information Requested Prior to the On-site Information Gathering/Inspection Week

The following information is requested to be provided as soon as possible, but no later than

April 13, 2007, to support the biennial Heat Sink Performance Inspection, IP 71111.07.

If some of the activities are not performed by your program, please note that fact. This request

is only for the time period from the onsite inspection back to the last Heat Sink Performance

Inspection in year 2005. If nothing addressing the request was done in that time period then

the request applies to the last applicable document in the previous time period. Unless

otherwise specified, all the below requests are for the selected heat exchangers (Hxs) which

are the 1B emergency diesel generator cooler and the 1B residual heat removal heat

exchanger.

1.

Copies of the two most recent completed tests confirming thermal performance for

those heat exchangers which are performance tested.

2.

For the two most recently completed tests confirming thermal performance of the

sample heat exchangers, please provide documentation and procedures that identify the

types, accuracy, and location of any special instrumentation used for these tests, (e.g.,

high accuracy ultrasonic flow instruments or temperature instruments). Include

calibration records for the instruments used during these tests.

3.

A list of corrective action program documents (with a short description) associated with

Hxs, heat sinks, silting, corrosion, fouling, or Hx testing, that are documented in your

corrective action system (for the previous 2 years or since the last biennial heat sink

inspection), this request is for all the Generic Letter 89-13 Hxs and the ultimate heat

sink.

4.

Copy of system description and design basis document for the Hxs under review (as

applicable).

5.

Copy of any operability determinations or other documentation of degradation

associated with the Hxs or the systems that support the operation of the Hxs.

6.

Copy of any self-assessment done within last 2 years on any of the licensees Hx

programs (e.g., Generic Letter 89-13 program Hxs) or on the sample Hxs.

7.

A schedule of all inspections, cleanings, maintenance, or testing of any plant Hx to be

done during the on-site portion of the inspection.

8.

List of operability evaluations currently relied upon and those that were previously (past

2 years) relied upon for operability.

9.

Copy of the evaluations of data for the two most recent completed tests confirming the

thermal performance of each Hx.

10.

Provide copy of the calculation which establishes the limiting (maximum) design basis

heat load which is required to be removed by each of these Hxs.

11.

Copy of the calculation which correlates surveillance testing results from these Hxs with

design basis heat removal capability (e.g., basis for surveillance test acceptance

criteria).

12.

The clean and inspection maintenance schedule for each Hx for the next 5 years.

13.

Copy of the document describing the inspection results for the last two clean and

inspection activities completed on each Hx.

14.

Copy of the document which identifies the current number of tubes in service for each

Hx and the supporting calculation which establishes the maximum number of tubes

which can be plugged in each Hx.

15.

Copy of the document establishing the repair criteria (plugging limit) for degraded tubes

which are identified in each Hx.

16.

Copy of the design specification and Hx data sheets for each Hx.

17.

Copy of the vendor manuals including component drawings for each Hx.

18.

Copy of the calculations or documents which evaluate the potential for water hammer or

excessive tube vibration in the Hx or associated piping.

19.

Copy of Hx performance trending data tracked for each Hx.

20.

Copies of those documents that describe the methods taken to control water chemistry

in the Hxs, including any provisions for controlling biotic fouling.

21.

Copies of the following documents:

a.

Inspections of the weir or embankment and the crest of the dam;

b.

The rip rap protection placed on excavated side slopes;

c.

Licensees or third party dam inspections that monitor the integrity of the heat

sink;

d.

Calculations demonstrating sufficient reservoir capacity;

e.

Maintenance records of inaccessible below-water portions of the UHS system

with the methodology and results of underwater diving inspections;

f.

Any design changes to the ultimate heat sink;

g.

Procedures or controls to address biotic fouling;

h.

Procedures for adverse weather conditions, e.g. icing or high temperatures; and

i.

Last two performance tests for all pumps and all valves in the safety-related

service water system. If the components are not performance tested, please

provide documentation verifying performance by the methods actually used.

22.

Copies of the documents that verify flow testing was done at maximum design flow

during the last 2 years or since the last time it was done. Copies of the documents that

verify maximum design flow testing will continue to be periodically done in the future.

23.

Copies of the documents that verify the structural integrity of the Hx, e.g., eddy current

summary sheets, ultrasonic testing results, and visual inspection results.

24.

Provide a list of calculations with a description which currently apply to each Hx.

25.

Provide the Design Basis Documents for the above listed Hxs.

26.

System health report(s) and maintenance rule system notebooks for these Hx(s).

27.

Duane Arnold Energy Center Response to the Generic Letter 89-13.

28.

Copies of procedures developed to implement the recommendations of GL 89-13,

Service Water System Problems Affecting Safety-Related Equipment, e.g., the

GL 89-13 Heat Exchanger Program description.

29.

List of engineering-related Operator Workarounds/Temporary Modifications for these

Hx(s) since the last Heat Sink Performance.

30.

Copy of self-assessments and audits for the selected Hxs and for the GL 89-13 Heat
