REQUEST FOR ALTERNATIVE GG-ISI-002, REQUEST TO USE ASME CODE CASE N-716 (TAC NO. MD3044)
Dear Mr. Burford:
By letter dated September 22, 2006, Entergy Operations, Inc. (Entergy, the licensee), submitted a request to use Alternative GG-ISI-002 as a pilot request. The second pilot request has been received from Donald C. Cook Nuclear Plant, Units 1 and 2, Indiana Michigan Power Company.
The alternative implements a risk-informed inservice inspection (ISI) program based on the methodology described in American Society of Mechanical Engineers (ASME) Code Case N-716, Alternative Piping Classification and Examination Requirements,Section XI, Division 1, for Grand Gulf Nuclear Station, Unit 1 (GGNS). A telephone conference on September 22, 2006, and a public meeting between Entergy, GGNS, and the U.S. Nuclear Regulatory Commission (NRC) staff on December 5, 2006, were held to discuss the subject request. During these discussions, the NRC staff committed to complete an acceptance review of the request by February 1, 2007.
This letter is to inform you that the NRC staff has found the completeness of the information in your submittal to be sufficient to proceed with a more detailed review. However, it is likely that the NRC staff will require additional information, possibly including additional evaluations and analyses in support of the request, to complete the NRC staff's technical review. The staff's evaluation may also identify needed revisions to the form and content of GG-ISI-002, prior to its endorsement of the Code Case. The NRC staff estimates that the requests for additional information (RAIs) would be identified by March 1, 2007. The NRC staff will communicate the RAIs in the due course of its review.

Burford In the meantime, the NRC staff recommends that until its review of this request is complete, no new requests to use Code Case N-716 should be submitted at this time as the NRC staff will not entertain additional applications referring to this Code Case until the two pilot reviews underway have been completed.
