UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 October 23, 2006 Mr. James A. Spina, Vice President Calvert Cliffs Nuclear Power Plant, Inc.
Calvert Cliffs Nuclear Power Plant 1650 Calvert Cliffs Parkway Lusby, MD 20657-4702
SUBJECT:
CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NOS. 1 AND 2 -
ADMINISTRATIVE CHANGE TO FACILITY OPERATING LICENSE IN CONJUNCTION WITH THE COMMISSION ORDER EA-06-037 AND REVISIONS TO PHYSICAL SECURITY PLAN, TRAINING AND QUALIFICATION PLAN, AND SAFEGUARDS CONTINGENCY PLAN (TAC NOS. MD2206 AND MD2207)
Dear Mr. Spina:
By letters to the Nuclear Regulatory Commission (NRC) dated May 19, 2006, Calvert Cliffs Nuclear Power Plant, Inc. (the licensee), submitted its revised security plans and confirmed the full implementation of Order EA-06-037 at Calvert Cliffs Nuclear Power Plant, Unit Nos. 1 and 2 (Calvert Cliffs). Order EA-06-037 provided an update to an adversary characteristic in the design basis threat. In addition to the changes required under the Order, the licensee reported other security plan changes in its May 19 letter that were made in accordance with Section 50.54(p)(2) of Part 50 of Title 10 of the Code of Federal Regulations (10 CFR).
The NRC staff has completed its review of the changes related to implementation of Order EA-06-037 along with the changes reported under 10 CFR 50.54(p)(2). As discussed in the enclosed safeguards evaluation (Enclosure 2), the NRC staff has determined that the licensee's changes to the security plans meet the requirements of the NRC Order and 10 CFR Part 73 requirements and are, therefore, acceptable. In addition, the NRC staff determined that the licensee properly concluded that the other changes to its security plans, as described in its letters dated May 19, 2006, did not result in a decrease in safeguards effectiveness. The effectiveness of these security provisions will continue to be the subject of NRC review and inspection.
Consistent with the Order,. a conforming administrative change to the Renewed Facility Operating Licenses is required to ensure implementation of the Order EA-06-037 requirements.
NOTICE: Enclosure 2 contains Security-Related Information. Upon separation from Enclosure 2, this letter and Enclosure 1 are DECONTROLLED.
