Docket No. 50-293-LR ASLBP No. 06-848-02-LR October 24, 2006 ORDER (Regarding Prehearing Telephone Conference and Schedule for Proceeding)
The Licensing Board will hold a prehearing telephone conference to address the schedule for this proceeding and any other appropriate matters, on November 15, 2006, at 10:30 a.m. See 10 C.F.R. §§ 2.329 and 2.332. If any party finds it impossible to be available for the conference call at this time, notification shall be made to the Board and all other parties, by e-mail, no later than October 27. Any such notification (1) shall include the reason for the unavailability, (2) shall be made after consulting all other parties as to their respective alternative dates of availability, and (3) shall include a listing of all alternative dates and times when all parties will be available during the following periods: November 15 through the morning of November 16, and November 20 through 22. Thereafter, as appropriate, the Board may reschedule the conference and will in any event notify all parties of the means of connecting in to the conference.
Prior to this conference, all parties shall familiarize themselves with the provisions relating to Model Milestones in 10 C.F.R. Part 2, Appendix B, and with all relevant procedural rules in Part 2, including provisions relating to motions, late filing of contentions, pertinent time

limits (discovery, witness lists, etc.), and other subjects that may arise in the adjudication of the matters at issue in this proceeding.1 As provided in the Milestones, the schedule for this proceeding is to be based on the NRC Staffs projected completion dates for its draft and final safety and environmental evaluations in this proceeding. Therefore, the Staff shall, no later than October 31, file a written estimate of its projected schedule for completion of these documents. Thereafter, all parties shall, no later than November 8, notify each other and the Board, by e-mail, of any difficulties they see with meeting the schedule set forth in the Model Milestones.
At the November 15 conference, all parties shall be prepared, with their calendars and the calendars of all relevant persons who may be participating in this proceeding, to address any and all appropriate scheduling matters in the proceeding.
