Purpose:
To discuss the agency's actions regarding the work environment and related issues at the Salem and Hope Creek stations in light of PSEG's June 25, 2004 submittal.
Agenda:

Discuss the result of the June 29, 2004, video conference with Ellis Merschoff, Jim Dyer, Sam Collins, and Hub Miller, as well as any additional followup actions needed. Ref:

Discuss the NRC's response to the licensee commitment letter dated June 25, 2004.

Proposal:
We should endeavor to obtain additional commitments from the licensee including:
the licensee having periodic public meetings with the NRC beginning in the fall, semi-annually thereafter; the licensee augmenting the performance metrics being submitted to the NRC; and the licensee having an independent assessment (similar to the USA assessment) conducted to determine the effectiveness of their action plans.
Do we need additional commitments beyond these?

Discuss the need for a Deviation Memo from the ROP for Salem and Hope Creek.

Proposal:
Process a Deviation Memo from the ROP for Salem and Hope Creek to ensure that the agency's oversight of the work environment and related issues is consistent with the depth and breadth of the issues at these facilities. The Deviation Memo would provide for:
The establishment of a Special Oversight Panel. The panel would be chaired by an SES Manager and would include panel members from NRR, the region, and the site. For example:

For example, increasing the Problem Identification and Resolution (PI&R) inspection effort, including performing the PI&R team inspection annually, and conducting a Special Inspection into the effectiveness of the licensee's actions to correct the work environment and related issues at the facilities.
The conduct of periodic management meetings and site visits.
Senior management review and approval of NRC assessment letters and correspondence with the licensee and external stakeholders.
