Attached is the Discharge Monitoring Report for the Hope Creek Generating Station for the month of December 2005.

This report is required by and prepared specifically for the New Jersey Department of Environmental Protection (NJDEP). It presents only the observed results of measurements and analyses required to be performed by the above agencies. The choice of the measurement devices and analytical methods are controlled by the EPA and the NJDEP, not by the company, and there are limitations on the accuracy of such measurement devices and analytical techniques even when used and maintained as required. Accordingly, this report is not intended as an assertion that any instrument has measured, or that any reading or analytical result represents the true value with absolute accuracy, nor is it an endorsement of the suitability of any analytical or measurement procedure.

JN 3 NJPDES DMR JAN 2 2006 EXPLANATION OF CONDITIONS December 2005 The following explanations are included to clarify possible deviation from permit conditions.

General - The columns labeled "No. Ex" on the enclosed DMR tabulate the number of daily discharge values outside the indicated limits.

Data reporting and accuracy reflect the working environment, the design capabilities and reliability of the monitoring instruments and operating equipment.

Deviations from required sampling, analysis monitoring and reporting methods and periodicities are noted on the respective transmittal sheet.

Results reported on the Discharge Monitoring Report forms are consistent with permit limits, data supplied from contract laboratories, the December 1993 revision of the NJDEP DMR Instruction Manual and specific guidance from DEP personnel.

Continuous monitoring is in place and functioning on DSN-461A for CPO. Electronic recording of that data had been interrupted from December 2nd through January 12th Daily readings have been obtained verifying monitor performance during that time frame, along with visual checks on all backshifts. Upon discovery, shiftly grabs were initiated to further validate monitor performance. Electronic recording has been restored and shiftly monitor readings continue as a backup.

JAN 23 2006 LR-E06-0018 NJPDES DMR EXPLANATION OF EXCEEDANCES December 2005 The following exceedances are included in the attached report and explained below.

DSN No.

EXPLANATION 462B On December 28th 2005, Hope Creek Generating Station received analytical results from South Jersey Testing Laboratory, which indicated that the daily limit for oil and grease for DSN 462B had been exceeded.

The reported value was 28.9 milligrams per liter (mg/I). The permit limit for oil and grease is 15 mg/I as a daily max and 10 mg/I for the monthly average.

As this sample was obtained on December 21st, 2005 it is not known how long the system was out of compliance or the total volume of the discharge. However, the November 2005 sample and the subsequent samples on December 28th, 29th and 30th, 2005 indicated that the system was in compliance.

An investigation into the cause of the exceedance failed to identify a definitive cause as lift station samples, system and equipment inspections did not indicate a single source that would have caused the effluent of the sewage treatment plant to reach this level.

Upon discovery of initial results from SJT follow-up samples were obtained on December 28', 29', and 30 which all indicated less than detectable oil and grease. The additional samples reduced the monthly average to within permit limits.
