It put both us and the PSB on the spot just before a high-visibility meeting. It would have been better to hold off on it until we had developed a better overall strategy on where we're going with the whole independent assessment Issue.
I also agree that, in general, local officials work well as facilitators at public meetings. Both at Maine Yankee and Millstone we had good success using state reps as moderators. They had instant credibility with the attendees, plus they usually knew how to maintain order and enhance civil discourse.
Unlike Vermont Yankee, Seabrook Is not going for an Extended Power Uprate but one that is significantly smaller. I would guess we would not be holding any public meetings regarding it.
