REQUEST TO USE TELECOMMUNICATIONS EQUIPMENT FOR SAFEGUARDS RELATED INFORMATION (TAC NOS. MC6336, MC6337, MC6338, MC6339 AND MC6340)
Dear Mr. Stall:
By letter dated January 25, 2005, Florida Power and Light Company (FPL) requested approval from the U.S. Nuclear Regulatory Commission (NRC) to use the Privatel Model 960v telephone for protected communications of safeguards related information between the St. Lucie Nuclear Power Plant, the Turkey Point Nuclear Power Plant, Seabrook Station and its corporate offices in Juno Beach, Florida.
The National Institute of Standards and Technology (NIST) has established the Cryptographic Module Validation Program (CMVP), which validates conformance of cryptographic modules to the security requirements for cryptographic modules in Federal Information and Processing Standard (FIPS) 140-1 and 140-2, as appropriate. NRC approval to use a commercially available encryption system is contingent upon NIST approval.
FPL requested approval to use this technology by February 25, 2005. However, in discussion with your staff, the NRC was informed that the equipment purchased by FPL was upgraded to v7.10 software, which, at the time, was not included on the NIST list of validated FIPS 140-1 and FIPS 140-2 cryptographic modules and could not be approved for use. The Privatel Model 960v with v7.10 software was subsequently tested and validated by CMVP to FIPS 140-1 and is now included under Cert #108 on the NIST list with a validation date of April 21, 2005.
Therefore, use of this equipment for the purposes stated in your request is approved.
