SUMMARY

OF FEBRUARY 16-17, 2005, CATEGORY 1 WORKING-LEVEL MEETING WITH AMERGEN TO DISCUSS THE LICENSEES TMI-1 STEAM GENERATOR (SG) KINETIC EXPANSION (KE) INSPECTION AND ACCEPTANCE CRITERIA On February 16-17, 2005, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of AmerGen, the licensee for TMI-1, and Exelon Generation Company, LLC, in the NRC Headquarters, located at One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to conduct a working-level discussion of the licensees response to the NRC staffs issues with the licensees TMI-1 SG KE inspection and acceptance criteria report dated October 4, 2002, as supplemented August 16, 2004 (Agencywide Documents Access and Management System (ADAMS) Accession Nos.

AmerGen presented information on the history and background of the installed KEs and the schedule for replacement of SGs at TMI-1. The licensee addressed the seven categories of the NRC staffs issues: (1) suitability of leaving circumferential flaws in service, (2) Leakage assessment including a thermal hydraulic analysis model, (3) the basis for the assumption of no growth/no initiation of new flaws, (4) structural integrity assessment, (5) consistency with recent industry experience, (6) inspection practices/techniques, and (7) other issues, which were enumerated in the meeting agenda attached to the meeting notice (ADAMS Accession No. ML050340182).

The discussions centered on open issues with the criteria which are related to flaws located in the expanded portion of the tube within the hot-leg tubesheet. Two of the major outstanding issues pertain to the adequacy of the assumptions and inputs into the thermal hydraulic model and whether the licensee has selected the most limiting accident for assessing the structural and leakage integrity of the tubing. These issues must be resolved before the licensee can adopt the new SG technical specifications which will be the subject of a future NRC staff generic communication.

The licensee indicated a number of new commitments which would be formalized in the next revision of the KE inspection and acceptance criteria report including plugging circumferential cracks in the pressure boundary, conducting a 100% scope inspection each outage until SG replacement, and plugging of new indications.
