Pursuant to 10 CFR 50.55a(g)(4)(iv), this letter submits the Southern California Edison (SCE) Company's relief request ISI-3-14 for using specific provisions of a later ASME Code Edition and Addenda for pressure testing after welding on a pressure retaining item.

SCE requests NRC approval of Relief Request ISI-3-14 by September 1, 2005, to support planning and preparations for the Unit 2 Cycle 14 refueling outage, currently scheduled to begin in late November of 2005. Should you have any questions, please contact Mr. Jack Rainsberry at (949) 368-7420.

ENCLOSURE Relief Request ISI-3-14 Request Use of Subsequent ASME Code Edition and Addenda For Pressure Testing of Welded Repair/Replacements

Proposed Subsequent Code Edition and Addenda in Accordance with 10 CFR 50.55a(q)(4)(iv)

1.0 ASME Code Components Affected

American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code, Class 1, Class 2 and Class 3 Systems/Components in SONGS 2 and 3.

2.0

Applicable Code Edition and Addenda

Code of Record for Third (current) Ten Year Inservice Inspection Interval, ASME XI, 1995 Edition through 1996 Addenda 3.0 Proposed Subsequent Code Edition and Addenda ASME XI, IWA-4540, "Pressure Testing of Class 1, 2, and 3 Items," 1998 Edition through 2000 Addenda. This specific provision will be applied to ASME Code Class 1, 2 and 3 Systems/Components after a Repair/Replacement is performed by welding or brazing.

Additionally, ASME Xl, IWA-5000 and IWB-5000, IWC-5000 or IWD-5000 (as applicable) from the 1998 Edition through 2000 Addenda will be used in conjunction with IWA-4540, 1998 Edition through 2000 Addenda following repairs/replacements by welding or brazing.

4.0 Related Requirements The requirement for post repair/replacement pressure testing of mechanical joints has been removed from the proposed subsequent Code Edition and Addenda.

Southern California Edison will perform post repair/replacement pressure testing of mechanical joints in accordance with IWA-4540(c), 1995 Edition through 1996 Addenda.

ASME Xl, IWA-4540(a)(2)(a),1998 Edition through 2000 Addenda mandates the use of ASME III, 1992 Edition or later for nondestructive examination (NDE) methodology and acceptance criteria. Southern California Edison will use ASME Ill, 1995 Edition through 1996 Addenda for NDE methodology and acceptance criteria.

5.0 Duration of Proposed Request Relief is requested for the remaining duration of the Third Inspection Interval at SONGS Units 2 and 3, which is scheduled to end on August 17, 2013.
