Dear Mr. Crane:

As you may be aware, the NRC has recently issued two documents which provide insights into NRCs strategies in accomplishing our mission. I am sending them to you, your plant managers, site security officers and public relations managers for information.

The first document, Protecting Our Nation Since 9-11-2001, describes efforts undertaken by the NRC and its licensees to enhance the already robust security of the nations nuclear power plants following the terrorist attacks of September 11, 2001. It provides a detailed description of the enhancements that have been made during the past three years, including increased security patrols, augmented security forces, additional security posts, increased vehicle stand-off distances, and improved communication with law enforcement and intelligence communities, as well as strengthened safety-related mitigation procedures and strategies.

The second document, NRCs Strategic Plan FY 2004 - FY 2009, describes the NRCs strategic direction by defining the agency vision, goals, outcomes and strategies we intend to pursue. It reflects a new recognition of the importance of physical security and emergency preparedness as contributors to plant safety, and describes how the agency intends to meet its strategic goals in a manner that we believe is comprehensive and clear.
