Nebraska Public Power District, Cooper Nuclear Station Safeguards Plan, Guard Training and Qualification Plan, and Contingency Plan, Revision 0 The purpose of this letter is to transmit the Cooper Nuclear Station (CNS) Safeguards Plan, Guard Training and Qualification Plan, and Contingency Plan (Plan), Revision 0. This version of the Plan incorporates Nebraska Public Power District's (NPPD) responses to the Nuclear Regulatory Commission's (NRC) Requests for Additional Infonnation (RAIs) (references I through 6) regarding the CNS Plan. In order to standardize our approach with the industry approach, NPPD's April 29, 2004, response to Order EA-03-086 was based on Nuclear Energy Institute (NEI) 03-12, Revision 1, "Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan," as approved by the Nuclear Regulatory Commission (NRC). When template language was involved in the RAI's, and where appropriate, NPPD committed to and has adopted the revised language agreed upon by the industry Security Working Group representatives and the NRC. Site Specific questions in the RAIs have also been addressed.

In addition to incorporating language as indicated above, NPPD has made one additional change as discussed with Messrs. Brian Benney and Dennis Gordon of the NRC staff and Mike Hamm of NPPD. NPPD has increased the number of anned response members in the Plan, Section 13; Appendix C, Section 4.2; and Appendix C, Section 7.
