NRC Temporary Instruction TI-2515/056, Offsite Power System Operational Readiness As a result of the August 14, 2003 blackout event, the NRC has established a high priority action to assess whether our nuclear plant operators are ready for summer peak load conditions. A Temporary Instruction (Ti), TI-2515/056 was Issued on April 29, 2004.

This document which Is attached provides Interview and data collection Instructions for action by resident Inspectors in June as Identified below.

Topics for investigation in the TI include the following areas:

Section 03.01: 10 CFR 50.85, The Maintenance Rule Section 03.02: 10 CFR 50.63, Loss of AllAlternating Current Powerr(Station Blackout");

Section 03-03: 10 CFR 50, Appendix A, General Design Criterion 17, Appendix B, Criterion III, and Technical Specifications)

Section 03.04: Corrective Actions The TI Identifies questions to be answered in several areas and responses returned to headquarters by June 25, 2004. Certain uKey Questions' In section 03.03 and A-1 are required to be completed by June 1, 2004. We would suggest you review this document and communicate this Instruction to those who may be called upon to be Interviewed or otherwise provide Information or data.

We will review the temporary Instructions with the grid reliability task force and submit comments to the NRC, as appropriate. Please forward any significant comments or observations you may have about this to Vince Gilbert.
