SUMMARY
OF MEETING WITH UNION ELECTRIC COMPANY ON MARCH 23, 2004, TO DISCUSS LICENSEE'S APPLICATION DATED DECEMBER 17, 2003 (TAC NO. MC1756)
A meeting was held on Tuesday, March 23, 2004, between the NRC staff and Union Electric Company, the licensee for the Callaway Plant. The meeting was held at the request of the NRC to discuss the licensees application dated December 17, 2003, to revise Technical Specifications (TSs) 3.3.1, "Reactor Trip System (RTS) Instrumentation," 3.3.2, "Engineered Safety Feature Actuation System (ESFAS) Instrumentation," and 3.3.9, "Boron Dilution Mitigation System (BDMS)." A notice of this application was published in the Federal Register on February 3, 2004 (69 FR5211). The notice of the meeting was issued by the NRC on March 9, 2004. is the list of attendees. Enclosure 2 is the licensee's handout which was sent to the staff by e-mail prior to the meeting and is available in ADAMS under Accession No. ML040850191. The staff did not provide a handout at the meeting.
As stated in the licensee's application, the license amendment request (LAR) is based on the following two NRC-approved Westinghouse topical reports (TR): WCAP-14333-P-A, Revision 1, "Probabilistic Risk Analysis of the RPS [reactor protection system] and ESFAS
[engineered safety features actuation system] Test Times and Completion Times," dated October 1998, and WCAP-15376-P-A, Revision 1, "Risk-Informed Assessment of the RTS and ESFAS Surveillance Test Intervals and Reactor Trip Breaker Test and Completion Times,"
dated March 2003. TSs approved by the NRC to incorporate these two TRs into plant TSs are in NRC-approved Technical Specification Task Force (TSTF)-418 (Revision 2) and TSTF-411 (Revision 1), respectively.
The meeting was a discussion of the licensee's responses to the questions that were sent to the licensee prior to the meeting. The NRC questions and the licensee's responses are in the licensee's handout.
The licensee's responses were to (1) point out where in the licensee's application is the information needed by the staff to review the LAR, and (2) explain what is stated in the application as justifications for the LAR if the licensee believes that the information in the application needed clarification. This roadmap for the licensee's application is to expedite the staffs review of the licensees application; however, the staff's decisions on the licensees application will not be based on any part of the discussions conducted in the meeting. The staff's decisions will be based on what is stated in the licensee's application and on the licensee's responses to any future staff questions. Any future staff questions on what is stated in the application will be the subject of future correspondence between the staff and the licensee.
There was also a discussion on the licensee's proposed change to Condition D for TS 3.3.1 because the proposed change was different from the Condition D that is given in the NRC-approved TSTF-418.
The meeting ended at the end of the discussions on the licensee's responses to the staff's questions. The staff made no decisions about the licensee's application in the meeting.
