COOPER NUCLEAR STATION (CNS) - REQUEST FOR ADDITIONAL INFORMATION REGARDING LICENSING AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATIONS (TS) SURVEILLANCE REQUIREMENTS AND TS TABLE FOR MATHEMATICAL SYMBOLS AND USE OF ALLOWABLE VALUES IN THE PLACE OF ANALYTICAL LIMITS (TAC NO. MC0629)

Dear Mr. Warren:

By [[letter::NLS2003066, License Amendment Request to Revise Technical Specification 3.5.1 to Incorporate TS Task Force (TSTF) 318 for One Low Pressure Coolant Injection (LPCI) Pump Inoperable in Each of the Two Emergency Core Cooling Systems (ECCS) Divisions|letter dated August 25, 2003]], Nebraska Public Power District submitted a request in part to revise the rod block monitor power ranges presented in TS Table 3.3.2.1-1 to reflect allowable values, as opposed to the analytical limits currently presented. The source of the new values is cited as calculations said to be performed in accordance with a CNS procedure based upon a General Electric (GE) methodology.

The NRC staff has reviewed the information provided and has determined that in order to complete the review, copies of the following documents are required: (1) the CNS procedure used to perform the calculations, (2) the GE methodology, and (3) the calculations (Reference 2 of Section 7 of the submittal) by which the revised values were computed. Based upon discussions with NPPD staff, a mutually agreeable date for your response is within 30 days of receipt of this letter.
