ThisiaspeCtion would be an inmhrneasm, beyondthc scopcofthe Reactor Oversight Pmgram,to ensure that operators are xecebhg timely and effectve, ongoing training in anti&ahn of fulhlling the regdatory requbxueats that are to be met by December 31,2003. This ongoing tddng is critical ~ m o u r ~ h t b e c a u s t t h e cxisb'mgcrews are newly formed, andhavehad little or no training &xing tfte strike I would suggest that the inspection focus'on Inspedion Objectives 1 through 4 on page 2 of NRC inspection Proaxhe 71 111.1 1. However, ratha than relying on the.resouFce allocation of 3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> per quarter of the resident impectots time, we would like to see a mgion-based inspector who looks atpetformance of all four operatiagcxews.
