OF MEETING TO DISCUSS THE FORMAT OF ENTERGY OPERATIONS LICENSE RENEWAL APPLICATION FOR THE ARKANSAS NUCLEAR ONE, UNIT 2 (ANO-2) NUCLEAR PLANT On Wednesday, May 14, 2003, members of the Nuclear Regulatory Commission (NRC) staff met with Entergy Operations, Inc. to discuss the format of its license renewal application for the Arkansas Nuclear One, Unit 2 nuclear plant. The purpose of the meeting was to discuss potential efficiencies to be gained during the review of the ANO-2 license renewal application and environmental report by referencing the ANO-1 license renewal application and the NRC safety evaluation report, and supplemental environmental impact statements that were developed in support of ANO-1 license renewal activities. Attachment 1 is a list of attendees.

Entergy opened the meeting stating that the planned submittal date for the ANO-2 license renewal application is September 30, 2003. However, Entergy indicated that it had flexibility in submitting the application earlier in September or later in October 2003, which would provide some time between the ANO-2 submittal and the Farley submittal (also scheduled for September 30). Entergy indicated that it would discuss the ANO-2 schedule again after the May 16, 2003, meeting between the NRC and Nuclear Energy Institute (NEI) on limiting the number of applications under review by the NRC.

With regard to the license renewal application, Entergy stated that it will use the standard format recently developed by NEI for the 2003 applications and will identify those aging management programs (AMPs) that are consistent with the Generic Aging Lessons Learned (GALL) Report. For those AMPs that are not consistent with GALL, the application will address the 10 elements of an AMP as described in the license renewal standard review plan. The application will also indicate if the program is the same as was approved for ANO-1. Entergy will review the AMP and how it is applied on Unit 2, and the Unit 2 experience with the AMP to ensure there are no differences between Unit 1 and Unit 2. Any differences from the Unit 1 AMP will be identified under the discussion of the appropriate AMP element.

Then Entergy addressed how it planned to format the environmental report (ER) for ANO-2.

The applicant indicated that the majority of environmental information that was submitted in the ANO-1 ER is still applicable and current for ANO-2. Therefore, the applicant plans to reference NUREG-1437, Supplement 3, Generic Environmental Impact Statement for License Renewal of Nuclear Plants Regarding Arkansas Nuclear One, Unit 1, in the ANO-2 ER where it is applicable.

The staff identified some of the changes in its environmental review procedures that have occurred since the ANO-1 license renewal review, including addressing nuclear power generation as one of the alternative electric generating sources, issuing a biological

2 assessment to the U.S. Fish and Wildlife Service regarding all future license renewal reviews, and engaging in a Section 106 consultation with the State Historic Preservation Officer under the National Historic Preservation Act on all future license renewal plants. The staff further recommended that Entergy incorporate its responses to requests for additional information on severe accident mitigation alternatives.
