SUMMARY
OF PUBLIC MEETINGS TO DISCUSS REVIEW OF THE NORTH ANNA SITE EARLY SITE PERMIT (ESP) APPLICATION The New Reactor Licensing Project Office (NRLPO) held public outreach meetings on April 1, 2003, to provide information to the public on the Nuclear Regulatory Commission (NRC) early site permit (ESP) review process, as well as to provide information on opportunities for public involvement in that process for the North Anna site. The meetings also included a discussion of the perspectives, roles, and responsibilities of the NRC with regard to the North Anna site. The public meetings were held in the Louisa County Library, 881 Davis Highway, Mineral, Virginia, with the first meeting from 2:00 p.m. through 4:30 p.m., followed by a later meeting beginning at 7:00 p.m. and ending at 9:30 p.m. Meeting handouts included: (1) meeting agenda (ADAMS Accession No. ML030940128) and (2) presentation materials (ADAMS Accession No. ML030940042). The presentations were made by James Lyons, Director of NRLPO, Michael Scott, ESP Project Manager for North Anna, and Andrew Kugler, ESP Environmental Project Manager for North Anna. In addition, the staff complied a list of meeting attendees (ADAMS Accession No. ML030940417).
The NRC maintains an Agencywide Document Access and Management System (ADAMS),
which provides text and image files of the NRCs public documents. The documents mentioned above may be accessed by the individual accession numbers or through the ADAMS system under Accession No. ML030940020. Consistent with the meeting agenda, the NRC staff discussed the regulatory framework under Title 10 of the Code of Federal Regulations Part 52 for new reactor licensing processes in general, and specifically, the ESP review process. The staff also discussed opportunities for public involvement during the review process. A Dominion Energy, Incorporated (Dominion) representative provided an overview of the companys plans and schedule for the ESP application expected to be filed with the NRC in September 2003. The remainder of the meeting involved an open dialogue among all meeting participants, providing an opportunity for the NRC staff to obtain stakeholder feedback on the proposed action and to address questions the public had on the licensing process. Listed below is a summary of the themes of the questions asked by the meeting participants and addressed by the staff.

Onsite storage of spent nuclear fuel, transportation safety for spent fuel, and likelihood of successfully siting a geologic repository 2.
Security (threat posed by airplanes, possibility of closing Lake Anna to public access for security reasons as has been done at a few other locations) 3.
Independence of NRC, NRCs regulatory role, and role of resident inspectors 4.
Emergency planning (ability of the local road system to support evacuation) 5.
Environmental concerns, mostly related to the capacity of Lake Anna to handle additional nuclear power plants and to water quality The staff agreed to look into a concern expressed about whether Lake Anna might be closed for security reasons and to provide an answer to a member of the public who had raised the concern.
Approximately 50 and 25 persons attended the afternoon and evening public meetings, respectively (not including NRC staff). Participants included over 30 members of the public and about 10 local public officials. Both sessions were preceded by an informal open house beginning one hour prior to each session. The open house provided members of the public with an opportunity to talk informally one-on-one with the NRC staff.
