EP-204-01 Revision 11 Page 2 1.0 PURPOSE To prescribe activation and functions of the Damage Control and Rescue Team (DCRT).
2.0 USE REFERENCES 2.1 EP-225, Radiological Medical Emergencies 3.0 ENTRY CONDITIONS 3.1 The RERP Plan has been activated.
3.2 The Operational Support Center (OSC) has been activated.
4.0 GENERAL INFORMATION 4.1 The DCRT may be composed of:
4.1.1 General Maintenance Journeymen (GMJs) 4.1.2 Instrument and Control (I&C) Technicians 4.1.3 Nuclear Operators 4.1.4 Nuclear Supervising Operators 4.1.5 Other Fermi 2 personnel trained in damage control and rescue techniques CAUTION The administrative exposure limits in the Radiation Protection Conduct Manual shall not be exceeded unless specifically authorized by Radiation Protection personnel.
Exceeding regulatory exposure limits can only be authorized by the Emergency Director in accordance with EP-201-03.
4.2 DCRT responsibilities are to:
4.2.1 Provide initial first aid to injured personnel.
EP-204-01 Revision 11 Page 3 4.2.2 Perform search and rescue operations.
4.2.3 Control radiological or toxic substance release by performing emergency repairs to stop the release.
4.2.4 Assess damage to plant equipment and systems.
4.2.5 Make emergency repairs to damaged equipment and systems.
5.0 IMMEDIATE ACTIONS NOTE: If personnel rescue or injury is involved, Plant First Responders or onsite medical personnel should support the DCRT. If an individual is injured, this team shall include an operator.
5.1 Initial Response Who Step Action Assistant OSC Coordinator! 5.1.1 Upon activation of the OSC, select at least five individuals from qualified qualified delegate personnel assembled at the OSC or alternate OSC to function as the DCRT.
6.0 PROCEDURE 6.1 DCRT Briefs and Dispatch Who Step Action Assistant OSC Coordenateor 6.1.1 Initiate an OSC Team Briefing/Debriefing Sheet.

EP-204-01 Revision 11 Page 4 NOTE: If missing personnel do not respond to the Hi-Com announcement, a search may be conducted for missing personnel at their last reported access zone and then in Priority Search Areas listed in Enclosures B and C.
- 3. Names of missing personnel and any additional information available on their whereabouts
- 4. Personnel hazards, such as high radiation, high airborne activity, fire, smoke, steam, and wreckage NOTE: A representative list of the emergency equipment available to the DCRT is in Enclosure A.
- 5. Required protective and emergency equipment NOTE: The DCRT shall be accompanied by a Radiation Protection Technician/Qualified Self Monitor unless radiological conditions indicate that such support is not needed.
6.1.4 Consult with the RET Leader/Alternate to have the DCRT briefed on plant radiological conditions, as necessary, especially in areas the DCRT must enter.
Coordinator 6.1.5 Upon completion of task briefing, dispatch DCRT as directed by the Emergency Director.
NOTE: Maintaining/updating OSC status boards can be performed by available personnel as directed by the OSC Coordinator/Assistant OSC Coordinator. Updates should be completed in a timely manner.
Assistant OSC Coordinator! 6.1.6 Update status boards to reflect available personnel and field team QualifiedDelegate assignments.
6.2 DCRT Response Who Step Action DCRT Leader 6.2.1 Supervise DCRT activities.
IDCRT Members 6.2.2 Consult with Radiation Protection personnel when handling any accident in the Radiologically Restricted Area (RRA).

6.2.4 Immediately report injuries sustained by victims to the OSC Coordinator/Assistant OSC Coordinator.
6.2.5 Perform rescue operations and initial care of injured personnel.
CAUTION Unless there is an immediate danger to life or limb, a person with a serious illness or injury should not be moved until medically evaluated.
Prompt treatment of serious or potentially serious injuries has priority over decontamination efforts, treatment of radiation exposure, or movement of the victim.
- 1. If a rescued victim is injured and can be moved:
NOTE: An injured and contaminated or potentially contaminated victim is handled and transported in accordance with EP-225, "Radiological Medical Emergencies."
- b. Continue to administer necessary first aid until relieved by medical personnel.
6.2.6 Assess damage to affected systems and equipment and report the following to the OSC Coordinator/Assistant OSC Coordinator:
- 1. Status of damage assessment
- 2. Affected systems and equipment
- 3. Impact on plant operations and safety 4 Recommended corrective actions
- 5. Extent of personnel hazards 6.2.7 Perform any immediate repairs or isolations to affected systems and equipment as directed by the OSC Coordinator.
EP-204-01 Revision 11 Page 6 6.2.8 Contact the OSC Coordinator/Assistant OSC Coordinator and request that a member of the Security Force report to the scene for traffic/access control and communication support, if needed.
7.0 FOLLOW-UP ACTIONS 7.1 DCRT Follow-Up Actions and Debriefs Who Step Action DCRT Leader! t DCRTMembers 7.1.1 Keep the OSC Coordinator/Assistant OSC Coordinator informed of the status of the emergency, especially with regard to the following:
- 1. Status of injured personnel
- 2. Status of search and rescue efforts
- 3. Status of damage assessment 7.1.2 Recommend corrective actions such as:
- 1. Isolating systems
- 2. De-energizing equipment
- 3. Removing equipment from service 7.1.3 Provide necessary data to OSC Coordinator/Assistant OSC Coordinator to perform team debrief documenting results/observations on OSC Team Briefing/Debriefing Sheets.
7.1.4 At the conclusion of DCRT efforts, direct an inventory of team equipment to include:
- 1. Recovering or replacing any missing equipment
- 2. Repairing/replacing any damaged equipment and informing the OSC Coordinator/Assistant OSC Coordinator.
- 3. Proper handling and storing any contaminated equipment until decontaminated and released by Radiation Protection personnel.

- 4. All equipment checked for operability, serviced, or repaired as necessary (batteries replaced, filters replaced, etc.), and restored in the proper storage locations.
8.0 RECORDS 8.1 DCRT Documentation 8.1.1 All completed OSC Team Briefing/Debriefing Sheets shall be retained or dispositioned in accordance with established requirements.

On shift RP supervisors have records of personnel entry into these areas, and should be contacted.
