BEAVER VALLEY POWER STATION, UNIT NOS. 1 AND 2 - REQUEST FOR ADDITIONAL INFORMATION (RAI) - REQUEST FOR REMOVAL OF PERSONAL HOME ALERTING DEVICES (PHADs) FROM EMERGENCY PREPAREDNESS (EP) PLAN (TAC NOS. MB6450 AND MB6451)

Dear Mr. Bezilla:

By letter dated September 27, 2002, FirstEnergy Nuclear Operating Company (FENOC) submitted a relief request to remove PHADs from the Beaver Valley Power Station, Unit Nos. 1 and 2 (BVPS-1 and 2), EP Plan. The PHADs are part of the Emergency Siren Warning System used within the 10-mile emergency planning zone in Beaver County, PA.

The Nuclear Regulatory Commission (NRC) staff has conducted an initial review of the FENOC submittal and has determined that additional information is required in order for the NRC staff to complete its review. Enclosed is the NRC staffs RAI. The questions in the enclosed RAI were discussed with Mr. Brian Sepelak of FENOC via telephone call on February 11, 2003.

Mr. Sepelak agreed to a 45-day FENOC response time from the date of your receipt of this RAI.

FROM THE EMERGENCY PREPAREDNESS PLAN DOCKET NOS. 50-334 AND 50-412 The following questions pertain to the assumptions listed on pages 3 and 4 of the report titled, Technical Review of the Beaver Valley Nuclear Power Station Proposed Modification of the Alert and Notification System, dated June 10, 2002, which is contained as part of Enclosure 3 of FirstEnergy Nuclear Operating Companys September 27, 2002, application:

1. The report assumes that the tree immediately south of siren 146 has been cropped below the siren elevation or has been removed and that procedures are in place to prevent recurrence of tree interference. Discuss the remedy to the tree south of siren 146 and how reoccurrence shall be prevented?
2. Discuss the methods by which Siren Model 2001 testing was conducted.
3. Discuss the methods by which the annual 2002 testing was conducted and the results of the areas that were previously not tested. In particular, discuss the testing in areas south of sirens 77 and 220 and west of siren 57.
4. What test results were resubmitted to the Federal Emergency Management Agency (FEMA) and did FEMA provide concurrence with the testing results?
