dated April 8, 2002 In accordance with 10 CFR 50.90, "Application for amendment of license or construction permit," Exelon Generation Company (EGC), LLC and AmerGen Energy Company (AmerGen), LLC are requesting changes to the Updated Final Safety Analysis Reports (UFSARs) for the Clinton Power Station (CPS), Unit 1, the Dresden Nuclear Power Station (DNPS), Units 2 and 3, the LaSalle County Station (LSCS), Units 1 and 2, the Limerick Generating Station (LGS), Units 1 and 2, the Oyster Creek Generating Station (Oyster Creek), the Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3, and the Quad Cities Nuclear Power Station (QCNPS), Units 1 and 2. Additionally, EGC proposes changes to the Technical Specifications (TS) for LGS, Units 1 and 2. The requested changes will remove the current facility reactor material specimen surveillance schedules from the UFSARs and specify that these facilities will participate in an integrated surveillance program (ISP) developed by the Boiling Water Reactor Vessel and Intemals Project (BWRVIP). For LGS, the proposed changes will also remove the current facility reactor material specimen surveillance schedule from the TS.

In Reference 1, the NRC determined that the ISP proposed by the BWRVIP is an acceptable altemative to all existing BWR plant-specific reactor pressure vessel surveillance programs for the purpose of maintaining compliance with requirements of 10 CFR 50 Appendix H, "Reactor Vessel Material Surveillance Program Requirements."

In Reference 2, the NRC stated that licensees who elect to participate in the ISP should submit a license amendment request to incorporate this program into their licensing basis. In accordance with the NRC's position in Reference 2, we are submitting this license amendment request in order to facilitate NRC review of our proposed implementation of the ISP.

The request is subdivided as follows.

1. Attachment A provides a summary and evaluation of the proposed changes.
2. Attachments B-1 through B-7 provide the marked-up UFSAR pages for each facility and the marked-up TS pages and TS bases pages for LGS.
3. Attachment C provides the revised TS pages for LGS.

EGC and AmerGen request approval of this license amendment request by October 6, 2003, to support revision to the facility UFSARs prior to November 2003, which is the next scheduled reactor surveillance capsule removal at DNPS.

The proposed changes have been reviewed by the Plant Operations Review Committees and Nuclear Safety Review Boards at each facility in accordance with the Quality Assurance Program.

We are notifying the States of Illinois, New Jersey, and Pennsylvania of this amendment request by transmitting a copy of this letter and its attachments to the designated State Officials.
